How does cmte accomplish its purpose?*The NMSAC will advise, consult with, and make recommendations to the Secretary of the Department of Homeland Security in which the US Coast Guard is operating, via the Commandant of the Coast Guard, on matters affecting maritime security, including, but not limited to:·developing a national strategy and policy to provide for efficient, coordinated and effective action to deter and minimize damage from maritime related transportation security incidents;·recommending actions required to meet current and future security threats to ports, vessels, facilities, waterways and their associated inter-modal transportation connections and critical infrastructure;·promoting international cooperation and multilateral solutions to maritime security issues;·addressing security issues and concerns brought to the Committee by segments of the maritime transportation industry, or other port and waterway stakeholders; and,·such other matters, related to those above, that the Secretary of the Department of Homeland Security may charge the Committee to address. The Committee will be responsive to specific assignments, and may conduct studies, inquiries, workshops and seminars in consultation with individuals and groups in the private sector and/or other governmental entities.
How is membership balanced?*The Committee will consist of least 8 members, but not more than 21 members with particular expertise, knowledge, and experience in matters relating to the function of the Committee. Each member shall have at least five years practical experience in maritime security operations. To most effectively deal with the diversity of complex challenges that maritime security presents, members shall reflect a cross section of maritime industries and port and waterway stakeholders, including but not limited to: shippers, carriers, port authorities, facility operators, and agencies or organizations having responsibility for law enforcement, intelligence collection and analysis, and crisis and consequence management and response expertise.
How frequent & relevant are cmte mtgs?*In FY22, the Committee held three virtual and two hybrid meetings.
Why advice can't be obtained elsewhere?*Provisions of the Maritime Transportation Security Act of 2002 directed that the NMSAC be established to advise, consult with, report to, and make recommendations to the Secretary of the Department of Homeland Security on matters relating to national maritime security, including recommendations on developing a national strategy and policy to provide for efficient, coordinated and effective action to deter and minimize damage from maritime related transportation security incidents. There is no existing committee or other organization within the Federal government that can provide the range of expertise necessary to provide advice on national maritime security.
Why close or partially close meetings?Portion of the meetings of the NMSAC concern national security strategy and policy, actions required to meet current and future security threats and within the meaning of 5 U.S.C. 552b. Under 5 U.S.C. 552b(c)(1), this information is specifically authorized under criteria established by Executive Order 12968 to be kept secret in the interests of national defense or foreign policy. Accordingly, a portion of the NMSAC meeting will to be closed to the public.
