How does cmte accomplish its purpose?*The NACCD conducts working group and public meetings to identify, discuss, and deliberate on specific issues within the scope of the charter, making recommendations and providing advice to HHS consistent with FACA.
How is membership balanced?*Members shall be appointed by the HHS Secretary from among the nation’s preeminent scientific, public health, and medical experts in areas consistent with the purpose and functions of the advisory committee. The HHS Secretary, in consultation with such other heads of federal agencies as may be appropriate, shall appoint a maximum of 25 members to the NACCD, ensuring that the total membership is an odd number. Non-federal voting members include representatives from State, local, Tribal, or territorial government agency, experts in public health emergency preparedness, response, and recovery, pediatric medical specialists of multiple types (including children's hospitals), as well as experts in schools, caregivers, and children with disabilities.
How frequent & relevant are cmte mtgs?*NACCD full committee and subcommittees meet periodically as determined by the DFO and the chairpersons, but at least twice per year in-person with participation from the general public.
Why advice can't be obtained elsewhere?*The mission and composition of the NACCD is unique, with no other entity specifically organized to provide advice and recommendations that meet the special needs of children and their families in disaster preparedness, response, and recovery. The NACCD provides a unique combination of scientific, operational, policy, and social perspectives that is complementary to and distinct from other FACA in HHS.

Agency Feedback Comment*Yes, the agency provides feedback on the recommendations, and that comes in the form of meetings with the appointed members. That feedback may also happen during public meetings as agency representatives engage in discussion with the advisory committee and these discussions would be included in meeting summary reports that are published on the NACCD website.Narrative Description*The National Advisory Committee on Children and Disasters (NACCD) is required by section 2811A of the Public Health Service Act (42 U.S.C. § 300hh-10b), as amended, by the Pandemic and All-Hazards Preparedness and Advancing Innovation Act (PAHPAIA), Public Law No. 116-22. The NACCD is governed by the provisions of the Federal Advisory Committee Act (FACA),Public Law 92-463, as amended (5 U.S.C. App.), which sets forth standards for the formation and use of advisory committees. The NACCD shall provide advice and consultation to the Secretary of HHS to assist him in carrying out these and related activities as they pertain to the unique needs of children in preparation for, responses to, and recovery from all-hazards emergencies and disasters.
