How does cmte accomplish its purpose?*The Committee accomplished its purpose by holding meetings and preparing reports and recommendations to the Secretary of State and the Administrator of the Agency for International Development.
How is membership balanced?*The membership was balanced on the bases of disability, gender, race, ethnicity, age, and areas of expertise and experience and points of view.
How frequent & relevant are cmte mtgs?*Estimated Number of Meetings per Year - 2 Estimated Total Meetings - 8As of the time of this update, 5 meetings had been held: Aug. 15, 2005, February 6, 2006, May 1, 2006, May 2, 2007 and August 13, 2008. The Committee was subsequently allowed to terminate when its charter expired on July 17, 2010.
Why advice can't be obtained elsewhere?*The Committee was necessary to ensure the appropriate consideration of issues related to persons with disabilities in the foreign policy and foreign assistance of the United States Government, especially in light of the fact that, on July 30, 2009, the U.S. signed the UN Convention on the Rights of Persons with Disabilities. The decision was made to allow the Committee to terminate in part because of resource, in particular staffing, constraints. Upon further analysis it appeared that increased and more meaningful outreach to civil society could be achieved through alternative consultation mechanisms, which would facilitate input to the State Department from a broader range of disabled people's organizations and other disability stakeholders.
Why close or partially close meetings?There was no requirement that meetings be closed. However, sometimes the Committee had one-on-one meetings with the Secretary.
Recommendation RemarksCosts were entered for the committee’s travel in FY 2009 to DC to be introduced to the Secretary of State. This was not characterized as a meeting of the Advisory committee. The last meeting was held in August 2008. In the spring of 2009 two members of the Advisory Committee resigned and then a third resigned in June 2009. A Federal Register Notice was published in July 2009 requesting people who were interested in being appointed to send in their resumes for consideration by the Secretary’s Office. Before new Committee members were selected, the decision was made to allow the Committee to terminate when its Charter expired on 7/17/2010.
