How does cmte accomplish its purpose?*The Advisory Committee accomplishes its purpose by using the diverse expertise and perspectives of its members to advise and make recommendations to the Secretary of HHS and the Administrator of the Centers for Medicare & Medicaid Services (CMS) with respect to the establishment and operation of a demonstration to test a bundled case-mix adjusted payment system for ESRD services. Prior to the implementation of the demonstration the Advisory Board shall study and make recommendations on issues including the services to be included in the demonstration bundle; patient characteristics to be included in the case-mix adjusted demonstration payment system; quality incentives and standards to be utilized in the demonstration; and selection criteria for demonstration organizations.
How is membership balanced?*The Advisory Board on the Demonstration of a Bundled Case-Mix Adjusted Payment System for End Stage Renal Disease Services will consist of 11 members composed of members with expertise in technical areas related to ESRD. The Chair shall either be appointed from among the 11 members of a Federal official will be designated serve as the Chair. The members and the Chair shall be selected by the Secretary, or designee, and include representatives of patient organizations; individuals with expertise in ESRD dialysis services, such as clinicians, economist and researchers; the Medicare Payment Advisory Commission, established under section 1805 of the Social Security Act (42 USC 1395b-6); The National Institutes of Health; Network Organizations under section 1881 ( c) of the Social Security Act (42 USC 1395rr( c); Medicare contractors to monitor quality of care; and representatives of providers of services and renal dialysis facilities furnishing ESRD services.
How frequent & relevant are cmte mtgs?*Meetings shall be held no more than four times a year. If the Chair is selected from among the 11 members, the Chair will call a meeting with the advance approval of a Government official who shall also approve the agenda and be present at all meetings. If the Chair is a Government official, the Government official will call the meetings, approve the agenda and serve as the Government official at the meetings. The panel meetings are necessary to discuss panel issues, provide advice and/or make recommendations to the Secretary Department of Health and Human Services and to the Administrator Centers for Medicare & Medicaid Services.
Why advice can't be obtained elsewhere?*The Medicare Prescription Drug Improvement and Modernization Act of 2003 (MMA) Section 623 (e) P.L. 108-173 mandates the Secretary of HHS to establish an advisory board to provide advice and recommendations with respect to the establishment and operation of a demonstration to test a bundled case-mix adjusted payment system for end stage renal disease (ESRD) services. The demonstration is to be conducted for the 3-year period beginning on January 1, 2006.
Why close or partially close meetings?Meetings are not closed. All meetings shall be open to the public except as determined otherwise by the Secretary or other official to whom the authority has been delegated. Notices of meetings are given to the public in the Federal Register, and there will be records of the meeting proceedings kept, as required by applicable laws and departmental regulations. In the event that a portion of a meeting is closed to the public, a report will be prepared that contains at a minimum a list of members and their business addresses, the Panel’s function, dates and places of meetings, and a summary of Panel activities and recommendations made during the fiscal year. A copy of the report will be provided to the Department Committee Management Officer.
Recommendation RemarksThis committee provides recommendations throughout the year and does not do a yearly report. This committee did not meet during the 07 or 08 fiscal year and was terminated 8/6/08.
