How does cmte accomplish its purpose?*The purpose of the Board of Scientific Counselors is to determine the extent of danger to the public's health from a release or threat of release of hazardous substances at Superfund or RCRA sites by conducting health assessments and to conduct directly or by grants or contracts, research, experiments, and demonstrations relating to the prevention of human health effects from exposure to toxic substances. The Board supports the Agency's mission and its strategic plans by overseeing the quality of science, programs and priorities that address community exposures to hazardous substances released into the environment. The Board provides a direct avenue through which communities and tribes affected by hazardous waste sites and toxic releases can provide input into agency activities at the sites. The Board also provides an ongoing forum for state and local health department representation and input to ATSDR science, research and programs. The Board recently put into place a workgroup that peer review the ATSDR National Exposure Registry Program. The Board monitors ATSDR environmental public health programs to assess quality, purpose, science, accomplishments and direction.
How is membership balanced?*Balance of the Board represents the sciences with emphasis on environmental and public health. Points of view represent public, private, and academic concerns. In addition, ATSDR works closely with CDC’s Committee Management Office to ensure balance with regard to minorities, race, gender, and geographic representation.
How frequent & relevant are cmte mtgs?*In Fiscal Year 2004, the Board met one time as the ATSDR BSC before being terminated. The Board provided advice on the direction, quality and scope of ATSDR’s science, research and programs. The Board provided advice and guidance on ATSDR programs to ensure scientific quality, timeliness, utility, and dissemination of results. The Board also provided guidance to help ATSDR work more effectively with its various constituents and to fulfill the agency’s mission in protecting America’s health from toxic exposures. Thus, the Board played an extremely important role in assisting the Agency focus on essential programs and enhancing the science of the Agency.
Why advice can't be obtained elsewhere?*ATSDR-mandated responsibilities require review and input from diverse scientific disciplines. This board brings together outstanding experts from several fields, including engineering, environmental chemistry, environmental health, epidemiology, hydrology, industrial hygiene, medicine, pharmacology, and toxicology. This capability, centralized in one Board, does not exist elsewhere in the Department of Health and Human Services.
Why close or partially close meetings?All Board meetings were open to the public.
Recommendation RemarksATSDR Board of Scientific Counselors (BSC) terminated on 5/27/2004 to come into alignment with the consolidation of the NCEH/ATSDR's OD. A single BSC, NCEH/ATSDR was established combining the previous NCEH Advisory Committee to the Director and the ATSDR Board of Scientific Counselors on 5/28/2004.
