How does cmte accomplish its purpose?*The HSAAC provides advice and recommendations to the Secretary and senior leadership on matters relating to student and recent graduate recruitment; international students; academic research; faculty exchanges; and campus and community resiliency, security and preparedness.
How is membership balanced?*The HSAAC will be composed of up to 30 members who are appointed by and serve at the pleasure of the Secretary of Homeland Security. To ensure a diverse, balanced membership on the HSAAC, the members shall serve as representatives, representing the viewpoints of institutions of higher education, community colleges, elementary and secondary education (K-12), school systems, and/or partnership groups.
How frequent & relevant are cmte mtgs?*The HSAAC is expected to meet quarterly. However, there was zero activity so far due to re-establishment of council January 2022. Anticipated that the HSAAC will appoint new members and convene first meeting in FY2023.
Why advice can't be obtained elsewhere?*Until the establishment of this committee, the Department of Homeland Security (DHS) did not have a formal structure to receive advice and recommendations on student and recent graduate recruitment; international students; academic research; faculty exchanges; and campus and community resiliency, security and preparedness. There is no other advisory committee within DHS that provides recommendations on matters relating to DHS engagement with the academic community.
Why close or partially close meetings?We anticipate that meetings of the HSAAC will be open.

On June 14, 2019 President Trump issued his Executive Order on Evaluating and Improving the Utility of Federal Advisory Committees (Executive Order 13875). The order required all executive agencies to review, evaluate and terminate one-third of its Federal Advisory Committees by September 30, 2019. As a result of this review, the U.S. Department of Homeland Security (DHS) determined that the Homeland Security Academic Advisory Council (HSAAC) will be terminated as a stand-alone Federal Advisory Committee. The Department is reviewing options to incorporate the topics and focus areas of the HSAAC into existing DHS Federal Advisory Committees, including the Secretary’s Homeland Security Advisory Council (HSAC).

Since its establishment in 2012, this Council has proven to be a valuable asset to the Department, providing advice, expertise and experience that has supported DHS toward achieving its mission. You delivered more than 120 recommendations across a broad range of topics intersecting academia and homeland security. The Department has either fully or partially implemented more than 55% of your recommendations, which have been instrumental in founding several new programs, resources and initiatives across the Department.
