How does cmte accomplish its purpose?*During FY22, the Board met twice. There were no subcommittee meetings. The Board received updates on institutional affairs to include the Superintendent’s vision for the academy, morale and discipline, curriculum, instruction, physical equipment, fiscal affairs, academic methods, diversity initiatives, as well as various requested topics by the Board. The Board completed its mission to report to the President on the affairs of the Naval Academy with the annual report dated February 18, 2022.
How is membership balanced?*Membership is well balanced with six (6) Presidential Appointees, four (4) Senators, and five (5) Congressional Representatives. The Presidential Appointees represent a blend of wealth of knowledge and experience in the private sector, military, and government service. Congressional members serve in a variety of critical committees, including the Armed Services Committee and the Appropriations Committee.
How frequent & relevant are cmte mtgs?*Under the provisions of U.S. Code Title 10, Sec. 8468, the Board of Visitors visits the Naval Academy annually. The Board had decided to hold 3 meetings this year by mutual agreement between the Chairman of the Board and the Superintendent. During FY2022, the board only met twice in person: February 28, 2022 and September 19, 2022. The December 2021 meeting was cancelled due to a lack of quorum.
Why advice can't be obtained elsewhere?*Federal statute (10 U.S.C. 8468) requires the Secretary of Defense to establish this committee.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C.§552b(c). Pursuant to DoD Policy, closed meetings can only be authorized by the DoD Sponsor, the Secretary of the Navy or designee, and only after consultation with the Office of the Secretary of the Navy General Counsel.
Recommendation RemarksThe committee does not issue any specific report to the Superintendent. However, their recommendations are contained within their meeting minutes, which are reviewed by the Superintendent. The committee issues an annual letter to the President of the United States within 60 days of its annual meeting. The December meeting is designated as the "annual" meeting by the committee's bylaws.

Department of Defense (DoD) policy between fiscal year 2007 and 2011 required that subcommittee members be listed separately in the subcommittee section of GSA’s Database, even if they were duly appointed members of the parent committee. This policy, in some instances, caused a duplication of entries.

Beginning in fiscal year 2012, DoD will only list in the subcommittee section of GSA’s Database those who are appointed to just a subcommittee. If an individual is appointed to the parent committee and to one of the committee’s authorized subcommittees then his or her subcommittee affiliation will be reflected in the parent committee membership section of GSA’s Database.

Number Of Recommendations CommentIn the past several years the Board has focused on minor improvements to policies already in place at the Naval Academy. A report of these improvements is included in the Board's Annual report to the President of the United States. USNA responds to any recommendations at each meeting and annually in the report. The Board then informally evaluates USNA's response to all recommendations.
