How does cmte accomplish its purpose?*The Sport Fishing and Boating Partnership Council (Council) accomplishes its purpose by: 1) completing assessments and evaluations of Federal fishing and boating programs requested by the U.S. Fish and Wildlife Service (Service) and other agencies; and 2) recommending policies that improve aquatic resources conservation, fishing, or boating. For example, the Council has completed evaluations of the Service’s overall fisheries program and three boating grant programs administered by the Service. The Council is currently working with Federal agencies to improve the efficiency and transparency of Federal permitting processes associated with boating infrastructure (e.g., docks, ramps, and marina developments). The Council’s efforts and collaboration with Federal agencies provides the Department of the Interior with insights and input on Federal fishing and boating programs.
How is membership balanced?*The Council is comprised of a broad range of public and private sector interests that represent the Department of the Interior’s fishing and boating stakeholders. The Council maintains a balanced membership by following the membership provisions in its charter. The charter identifies specific interests that are to be represented on the Council. These interests include: state natural resource directors, tribal resource management organizations, fishing tackle manufacturers, recreational boating manufacturers, recreational angling and boating organizations, outdoor education organizations, aquatic resource conservation organizations, and tourism interests.
How frequent & relevant are cmte mtgs?*The Council typically meets 2-4 times per year via teleconference or in-person. However, in FY 2019, the Council met just once. The frequency of the meetings is dictated primarily by the Council’s progress with program reviews and assessments. The meetings are very relevant to the Department of the Interior because the Council’s program reviews and their assessments provide guidance and recommendations to the Secretary on Federal agencies’ fishing and boating programs.
Why advice can't be obtained elsewhere?*The Council is comprised of national and regional leaders in angling and boating who represent a wide range of stakeholders. There is no equivalent committee or forum where these stakeholders interact together collectively to provide a comprehensive, well-rounded perspective on Federal fishing and boating programs. Accordingly, the Council's diverse set of organizational representatives ensures that a wide range of stakeholders' viewpoints are shared with the Department of the Interior.

However, it is difficult to quantify specific cost savings. Agency Feedback CommentThe Council received feedback from the Department and Service representatives through in-person communication and formal correspondence.Narrative Description*The Council assists the Department of the Interior and the Service with guidance and policy recommendations for programs associated with aquatic resources conservation, fishing, and boating. More specifically, the Council’s purpose is to advise the Secretary of the Interior and the Service Director about: 1) policies and programs that increase support for the Sport Fish Restoration and Boating Trust Fund; 2) policies and programs that foster conservation and ethics in recreational fishing and boating; 3) policies and programs to stimulate angler and boater participation in the conservation of aquatic resources through outreach and education; 4) communication and coordination among government, industry, anglers, boaters, and the public; 5) implementation of Secretarial Orders 3347 and 3356; and 6) implementation of regulatory reform initiatives and policies in Section 2 of Executive Order 13777, Executive Order 12866, and Section 6 of Executive Order 13563.
