How does cmte accomplish its purpose?*The Sensors and Instrumentation Technical Advisory Committee (SITAC) focused on the following and issues in FY2018: Uncooled camera decontrol. Wassenaar (WA) Proposals. Standard licensing conditions. Image intensifier tubes. ROIC Wassenaar Proposal. Quantum Dot technology status. Sensor Fusion definitions. Outdated Regulations Project. Zinc Proposal. OPO Laser WA Proposal. Single Mode Laser WA Proposal. Foreign Investment Risk Review Modernization Act (FIRRMA) Update. Additionally, three SITAC working groups, which were established in 2017. The working groups provide a small forum for industry experts to have detailed technical discussions related to many of the issues on the general agenda for SITAC. The working groups are: Detectors and Cameras, Lasers and Lenses and Optics. The SITAC plans for FY2019 is to: Expand industry recruiting and outreach activities, particularly in emerging technology areas covered by SITAC and technology areas not well represented presently among Technical Advisory Committee (TAC) membership. Work closely with BIS’ TAC administration on the following items: Outdated Commerce Control List proposals submitted to the TACs - Goal: 2020 WA Submission. Work closely with industry on 2019 WA Submissions on Uncooled Cameras, Line Scan Camera and further changes to Single and multi-mode Laser Controls (if needed). Implementation of FIRRMA Export Control Provisions regarding “emerging” and “foundational” technologies. Review and modification of the End-User/End-Use requirements for dual-use cameras and coordinate any required responses to applicable Notices of Inquiry.
How is membership balanced?*The SITAC is composed of industry representatives, and U.S. Government agencies with specific technical or export control expertise. Members of the SITAC possess a wide range of technical knowledge regarding the design, manufacture, and export of commodities and technology currently listed in Control List Categories 3 and 6.
How frequent & relevant are cmte mtgs?*The SITAC met three times during FY 2018. The meetings allowed the SITAC to advise the Department on the technical parameters for commodities and technology within Commerce Control List Categories 3 and 6.
Why advice can't be obtained elsewhere?*The SITAC makes recommendations regarding commodities and technical data within Control List Category 3 (electronics - instrumentation section) and Category 6 (sensors). Through this Committee, the Department brings together technically qualified persons with expertise on a wide range of electronic instrumentation and sensor equipment. The Committee provides a forum for technical advice that would otherwise be unavailable.
Why close or partially close meetings?Closed sessions are held to allow for discussion of information classified for reasons of national security, information the premature disclosure of which would be likely to significantly frustrate implementation of a proposed agency action, or information of a commercial or financial nature that is privileged or confidential.
Recommendation RemarksAuthorization by the Export Administration Act of 1979 (50 U.S.C. app. 2401-2420) as amended by the Export Administration Amendments Act of 1985, P.L. 99-64, 99 Stat. 120 (July 12, 1985). Although the Export Administration Act of 1979 (EAA), as amended, has expired, its provisions and those of the Export Administration Regulations were continued in effect, and to the extent permitted by law, when the President by Executive Order invoked the International Emergency Economic Powers Act.

GSA could not complete the FY18 Annual Comprehensive Review for this committee.
