How does cmte accomplish its purpose?*The Jimmy Carter National Historic Site Advisory Commission advises the National Park Service on matters of interpretation of the Site. The park's Interpretative programs include NPS Ranger programs for the general public, and the curriculum based educational programs for grades Kindergarten through college level. These programs highlight the general history of the Site associated with the life and legacy of the 39th president and history of Plains as a typical small community in the rural twentieth century South. The Commission makes recommendations to the Park Superintendent and the Planning Team from the National Park Service. Generally, the Service takes delicate issues to the Commission and seeks their input as subject matter experts on the history of Jimmy Carter and Plains Georgia.
How is membership balanced?*The Commission is made up of five individuals. Two of the individuals have a strong background in the early life of Jimmy Carter and of his presidency. They work very closely with various Carter history projects. One member of the Commission has a vast knowledge of the presidency in general and specifically on the contribution and roles of First Ladies towards the institution. Another member of the Commission is a subject matter expert on the race relations and black history.
How frequent & relevant are cmte mtgs?*No meetings were held this Fiscal Year. The Commission is currently administratively inactive.PL 100-206 directs that two meetings per year may be appropriate. A pattern has been established for the Commission to meet once in the spring in Atlanta at the Carter Presidential Library. The second meeting is generally held in the fall in Plains. Every year the Commission discusses the need of one or two meetings per year with the Superintendent and NPS Planning.
Why advice can't be obtained elsewhere?*The Commission gives the Service a forum to discuss difficult issues. Without the Commission, the Service would have no such forum. It would be difficult, if not impossible, for the Service to assemble this level of nationally recognized presidential scholars if it were not for the Advisory Commission as directed by PL 100-206.
Why close or partially close meetings? The Jimmy Carter National Historic Site Advisory Commission meetings are generally open to the public although sensitive issues are discussed, they are issues that are not a security nature and can be shared with the public. From time to time, the Commission meets with President and Mrs. Carter. During those times, those meetings are closed to the general public. The reason for this is security provided for the former President by the United States Secret Service requires background checks on anyone who meets with the Carters. The openess of public meetings would not allow the time for this to be done.
Recommendation RemarksNo meetings were held in Fiscal Year 2018. The Commission is currently administratively inactive.

(1) Re #6 (EXPECTED CHARTER RENEWAL DATE) -- The FACA 14(b) biennial rechartering requirement has been waived for this committee pursuant to P.L. 102-525, October 26, 1992.
(2) Re #7/#8b (EXPECTED COMMITTEE TERMINATION DATE/SPECIFIC TERMINATION AUTHORITY) -- The Commission's enabling legislation anticipates the Commission will exist into the foreseeable future, without termination.
(3) Re MEMBERSHIP -- Pursuant to the enabling legislation, Members may continue to serve after the expiration of their terms until successors are appointed.)
