How does cmte accomplish its purpose?*The Great Lakes Pilotage Advisory Committee provides a public forum for discussing pilotage issues that impact the safe, reliable, and efficient operation of vessels on the Great Lakes. This process includes the stakeholders and industry providing feedback resulting in a better understanding of issues from the big picture perspective.
How is membership balanced?*The authorizing statute clearly specifies the constituencies to be represented. It specifies the following 7 members: the President of each of the three Great Lakes pilot associations; representative of Great Lakes ports; representative of shippers whose cargoes are transported through the Great lakes; representative of vessel operators that contract for Great Lakes pilotage service; and one member with a background in finance/accounting.
How frequent & relevant are cmte mtgs?*The Committee met two times in FY-18. Once in April, provided 7 recommendations.
And once in September, provided 4 recommendations.
Why advice can't be obtained elsewhere?*The Committee is mandated by statute. The issues affecting Great Lakes Pilotage are broad and diverse and impact the economies of the Great Lakes Marine Transportation System. The GLPAC is the only advisory committee that has the experience and knowledge to advise the Coast Guard on these matters.

Recommendation RemarksThe Coast Guard Authorization Act of 2010 (P.L. 111-281) renewed the Committee's statutory authority through September 30, 2020.

Outcome Increased Customer SatisfactionYesAction CommentAll GLPAC stakeholders affected by Great Lakes pilotage diligently attend these meetings and have representation on the Committee. Regular attendance of the Canadian Great Lakes Pilotage Authority enhances coordination and awareness which strengthens Great Lakes pilotage efforts.The Committee has been instrumental as a forum for discussing and resolving very contentious and politically charged issues relating to the USCG's statutory responsibility to prepare rates that pilots may charge for their services.GLPAC has also provided very helpful comments on issues relating to safety equipment, pilot boats and computerized pilotage assistance software.GLPAC has also provided a valuable forum for discussion of international pilotage issues that affect both sides of the U.S.-Canadian border.There are current plans to engage the GLPAC on ratemaking methodology, pilot operations and management, and further coordination with the Canadian government.Feedback from the Committee supports agency action on the Great Lakes and provides impetus for further adjustments to the pilotage system.

Agency Feedback CommentCoast Guard will inform the members of the Advisory Committee at subsequent meetings, informal notification via e-mail or telephone, or by publishing proposed regulations on issues affecting registered pilots.Narrative Description*The Great Lakes Pilotage Advisory Committee was established by the Secretary to review proposed regulations and policies, advise on matters related to Great Lakes pilotage and provide recommendations. The Committee provides a public forum for discussing pilotage issues that impact the safe, reliable, and efficient operation of vessels on the Great Lakes. This process includes the stakeholders providing feedback resulting in a better understanding of issues from the big picture perspective. The recommendations for this Committee were controversial and will likely result in a revisit in the following FY before finalization.
