How does cmte accomplish its purpose?*Not less than once every seven years, the Scientific Management Review Board (Board) provides advice to appropriate HHS and NIH officials regarding the use of organizational authorities established under the NIH Reform Act of 2006 (Public Law 109-482). Specifically, the Board (1) determines whether and to what extent the organizational authorities should be used; and (2) issues a report providing the recommendations of the Board regarding the use of the authorities and the reasons underlying the recommendations.
How is membership balanced?*The Board is composed of 21 voting members appointed by the Secretary. The voting members include: (1) not fewer than nine appointed officials who are directors of NIH national research institutes or national centers and (2) non-Federal members who are not officers or employees of the United States. The Chair is selected by the Secretary from among the non-Federal members of the Board and serves a two year term. The Director, NIH, serves as a non-voting ex officio member.

Why advice can't be obtained elsewhere?*The NIH Reform Act of 2006 (Public Law 109-482) provides organizational authoritites to HHS and NIH officials to: (1) establish or abolish national research institutes; (2) reorganize the offices within the Office of the Director, NIH including adding, removing, or transferring the functions of such offices or establishing or terminating such offices; and (3) reorganize divisions, centers, or other administrative units within an NIH national research institute or national center including adding, removing, or transferring the functions of such untis, or establishing or terminating such units. The purpose of the Board is to advise appropriate HHS and NIH officials on the use of these organizational authorities and identify the reasons underlying the recommendations. The quality, scope, and balance of advice from this committee cannot be obtained from NIH staff or from other established sources because the membership of the committee is constituted to meet the specific requirements mandated in legislation.
