How does cmte accomplish its purpose?*The Board provides independent advice and recommendations to the Secretary of Defense and the Deputy Secretary of Defense, through the Under Secretary of Defense for Personnel and Readiness and the Assistant Secretary of Defense for Health Affairs, on matters pertaining to DoD health care policy and program management; health research programs; requirements for the treatment and prevention of disease and injury by the DoD; promotion of health and wellness within the DoD and the effective and efficient delivery of high-quality health care services to DoD beneficiaries; and other health-related matters of special interest to the DoD. Pursuant to DoD policies and procedures, the Under Secretary of Defense for Personnel and Readiness may act upon the Board’s advice and recommendations.
How is membership balanced?*The Board is composed of not more than nineteen members. The members are eminent authorities within their respective fields, including health care research/academia, infectious disease, clinical health care, public health, occupational/environmental health, health care policy, trauma medicine/systems, strategic decision making, bioethics or ethics, beneficiary representative, neuroscience, and behavioral health. Board Members and Subcommittee Members appointed by the Secretary of Defense, Deputy Secretary of Defense, or Chief Management Officer, who are not full-time Federal officers or employees, shall serve as Special Government Employees under the authority of 5 U.S.C. § 3109.
How frequent & relevant are cmte mtgs?*Estimated Number of Meetings per Year - 4 Estimated Total Meetings of the Defense Health Board in open session - 4. The Board meets at the call of the Designated Federal Officer (DFO), in consultation with the Board's President. The number of subcommittee meetings varies with each subcommittee's workload. Each subcommittee meets as needed, as determined by the DFO. The Board President, in consultation with the Board's Executive Director, determines the agenda items, which are subject to approval by the DFO. Meeting topics may encompass any issue or concern related to the health of the military service members, their families, and other Department of Defense (DoD) health care beneficiaries. The Board meets to conduct business in the following areas: to receive issues and concerns from the DoD and its members; to receive and deliberate subcommittee reports and activities; to receive informational briefings from the DoD and other agencies; and to hear from the general public upon request and at the discretion of the Board. The subcommittees' primary agenda is to address issues tasked in accordance with Department policies and procedures.
Why advice can't be obtained elsewhere?*As part of its overall committee management, the Department of Defense established the Defense Health Board to provide the Secretary of Defense a broader view of health issues, leveraging the knowledge of national and international subject matter experts, that confront the Department of Defense and its beneficiaries.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy, closed meetings can only be authorized by the DoD Sponsor, the Under Secretary of Defense for Personnel and Readiness, and only after consultation with the DoD Office of General Counsel.
Recommendation RemarksDoD now only lists in the subcommittee section of GSA's Database those who are appointed to only a subcommittee. Parent committee members whom are also appointed to a subcommittee will only have their membership reflected in the parent committee membership section of the database.
