How does cmte accomplish its purpose?*In FY 2022, the Emerging Technology Technical Advisory Committee (ETTAC) focused on internal understanding the export administration regulations and how to proceed with the work of identifying emerging and foundational technologies pursuant to section 1758 of the Export Reform Act (ECRA). To gain more understanding of the work of identifying and assessing emerging and foundational technologies, ETTAC received presentations on, reviewed and discussed CFIUS and Export Controls as well as the current interagency activities related to emerging and foundational technologies. ETTAC also had working session with Transportation Technical Advisory Committee (TRANSTAC) on how TRANSTAC work on submitting control proposals. Additionally, ETTAC provided feedback on several issues and proposals related to export control as requested by the Bureau of Industry and Security. FY2022 was productive and set the stage for more work in FY2023. It is hoped that FY2023 will welcome in person meetings for in-depth discussions of matters deemed highly confidential and even at secret level, and/or have interactions with, and be briefed by, intelligence community organizations. The ETTAC’s goals for FY2023 will be to focus on actual emerging and foundational technologies identification and assessment by subcommittees and by the committee as a whole.
How is membership balanced?*The ETTAC is composed of members from academia, industry, federal laboratories, and pertinent U.S. Government departments and agencies.
How frequent & relevant are cmte mtgs?*The ETTAC met four times in FY 2022. The meetings will allow the ETTAC to advise the Department of its ongoing activities related to identifying emerging technologies.
Why advice can't be obtained elsewhere?*The ETTAC advises the Department on questions involving the identification of emerging technologies with potential dual-use applications as early as possible in their developmental stages both within the United States and abroad. In its work the committee is forward leaning—focusing both on the current state of such technologies and projecting their likely effects five to ten years in the future on national security, the U.S. defense industrial base, and the overall health and competitiveness of the U.S. economy. The committee provides assessments and information on emerging technologies, potential so-called “chokepoint technologies” and trends in technologies of particular interest to the Bureau of Industry and Security (BIS). The committee advises BIS regarding the potential impact of Export Administration Regulations (EAR) on research activities, technical and policy issues relating to controls under the EAR, revisions of the Control List, including proposed revisions of multilateral controls in which the United States participates, the issuance of regulations and any other matters relating to actions designed to carry out the policy set forth in Section 3(2)(A) of the Act.
Why close or partially close meetings?Closed sessions are held to allow for discussion of information classified for reasons of national security, information the premature disclosure of which would be likely to significantly frustrate implementation of a proposed agency action, or information of a commercial or financial nature that is privileged or confidential.
Recommendation RemarksAuthorized by the Export Adminsitration Act of 1979 (50 U.S.C. app. 4601-4623) as amended by the Export Administration Amendments Act of 1985, P.L. 99-64, 99 Stat. 120 (July 12, 1985). Although the Export Administration Act of 1979 (EAA), as amended, has expired, its provisions and those of the Export Administration Regulations were continued in effect, and to the extent permitted by law, when the President by Executive Order invoked the International Emergency Economic Powers Act.
