How does cmte accomplish its purpose?*The Board of Visitors meets twice annually to review the operations of the National Intelligence University. The Board reports to the Director, Defense Intelligence Agency, the Secretary of Defense (through the Under Secretary of Defense for Intelligence), and the Director of National Intelligence who are charged with the responsibility of overseeing and funding University operations. Board recommendations are addressed at the next meeting with a progress update.
How is membership balanced?*The Board currently consists of members representing the three communities specifically mentioned in the Charter, “distinguished members of the national intelligence community, defense, and academia.” Currently around nine of the members are able to represent the interests of the national Intelligence Community, six are able to represent the interests of the defense and military, and four are able to represent the interests of academia and higher education. Please note that some Board members are able to represent the interests of multiple constituencies.
How frequent & relevant are cmte mtgs?*The Board meets twice annually to consider the full range of activities in which the College is engaged. It provides advice on matters related to mission, policy, finances, facilities, faculty, curricula, research, administration, and accreditation of the National Intelligence University. A Board of Visitors is a mandatory requirement for continuation of the College's academic accreditation with the Middle States Commission on Higher Education and maintaining academic accreditation is required by DoD Instruction 3305.01.
Why advice can't be obtained elsewhere?*The Secretary of Defense has determined that no other DoD advisory committee can provide the independent advice provided by the Board on University matters such as curricula, methods of instruction, facilities, education/training standards, organizational management, and academic accreditation.
Why close or partially close meetings?Meetings are not closed to the public unless the DoD determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, the Under Secretary of Defense for Intelligence, and only after consultation with the appropriate general counsel.
Recommendation RemarksThe Board of Visitors normally issues a report in for each meeting containing summary observations and recommendations for the decision maker. The Board typically delivers the report to the decision maker both in-person and in writing.

A Board of Visitors is mandated by the University's accrediting body, the Middle States Commission on Higher Education. Attaining and retaining academic accreditation is required by the University's Charter Document, DoD Instruction, 3305.1 as revised.

Department of Defense (DoD) policy between fiscal year 2007 and 2011 required that subcommittee members be listed separately in the subcommittee section of GSA’s Database, even if they were duly appointed members of the parent committee. This policy, in some instances, caused a duplication of entries.

Beginning in fiscal year 2012, DoD will only list in the subcommittee section of GSA’s Database those who are appointed to just a subcommittee. If an individual is appointed to the parent committee and to one of the committee’s authorized subcommittees then his or her subcommittee affiliation will be reflected in the parent committee membership section of GSA’s Database.

Agency Feedback CommentEach report calls for a report of progress on a recommendation and at the next meeting of the Board the College provides an update.Narrative Description*The Board of Visitors provides a high level review of University activities. At each meeting, faculty and staff provide briefings on a range of issues including budget, facilities, IT developments, faculty members, enrollment trends, student progress, curriculum, research, and outreach. The Board reports to the Director, Defense Intelligence Agency, the Secretary of Defense (through the Under Secretary of Defense for Intelligence), and the Director of National Intelligence who are charged with the responsibility of overseeing and funding University operations. The Board also makes recommendations to the President of the National Intelligence University. On an annual basis the board reviews progress on the Strategic Plan and if necessary recommends new directions.
