How does cmte accomplish its purpose?*The Marine Corps University Board of Visitors has broad and significant influence upon the Marine Corps University's programs and operations. It has the prestige and influence to affect the direction and policies of the Marine Corps University. Its charter and by-laws give it exceptional authority and responsibility to advise the Commanding General, Marine Corps Combat Development Command and the President of the University on all matters dealing with professional military education throughout the Marine Corps. Its record for objectivity and frankness is very clear. The recommendations of the Board include, but are not limited to, specific advice related to regional accreditation of the University by the Commission on Colleges, Southern Association of Colleges and Schools; recommendations related to the University's 5-year strategic plan; personnel issues to include options to increase diversity; advocating the introduction of educational technology in connection with course delivery, and curriculum management.
How is membership balanced?*The Board is comprised of a diverse and select group based upon varied ethnicity, gender, regional representation, and a mix of individuals with academic, business and government experience. This diverse group carries out the Board's charter and by-laws. Members include corporate business directors, college educators and administrators, and current and retired university chancellors and presidents. Members represent the Western, Southwestern, Northern, Northeastern, Southern, and Eastern regions.
How frequent & relevant are cmte mtgs?*The BOV Charter requires one meeting each year; however, the Board generally meets twice each year with executive subcommittee meetings being held as deemed necessary by the President, Marine Corps University. The meetings are necessary and relevant to the operation of the University's educational and research programs, and to the achievement of regional accreditation as required by statute.
Why advice can't be obtained elsewhere?*Statute mandates the Board as a requirement for regional accreditation and the Board cannot be comprised of University personnel. The Commission on Colleges Southern Association of Colleges and Schools, the University's regional accrediting agency, mandates the existence of such a board. The members of the Board provide advice and recommendations based on their diversity as evidenced in their occupations, educational credentials and backgrounds, and career work experiences. Civilian and military members of the University do not possess this diversity and are unable to lend these varied experiences.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, who is the Secretary of the Navy or designee, and only after consultation with the appropriate General Counsel. The Board of Visitors of Marine Corps University has never conducted a closed meeting.
Recommendation RemarksThe Marine Corps University Board of Visitors does not issue a separate report for the Government decision maker. Instead the Board of Visitors' meeting minutes, which contain the Board's recommendations, are forwarded to the appropriate decision maker for his or her action.

Department of Defense (DoD) policy between fiscal year 2007 and 2011 required that subcommittee members be listed separately in the subcommittee section of GSA’s Database, even if they were duly appointed members of the parent committee. This policy, in some instances, caused a duplication of entries.

Beginning in fiscal year 2012, DoD will only list in the subcommittee section of GSA’s Database those who are appointed to just a subcommittee. If an individual is appointed to the parent committee and to one of the committee’s authorized subcommittees then his or her subcommittee affiliation will be reflected in the parent committee membership section of GSA’s Database.

Agency Feedback CommentThe MCU BOV is updated at each meeting on all the issues/recommendations surfaced at the previous meeting.Narrative Description*The Board of Visitors was established to advise and assist the Commanding General, MCCDC, and the President of Marine Corps University in establishing the broad framework of institutional policies that guide their actions related to academic rigor and PME policies associated with the University operations. The Board supports the University's mission and strategic plan by reviewing each and ensuring they are reflective of Marine Corps' goals and offer the appropriate higher-education focus. They provide oversight and advice to facilitate higher educational standards and cost effective operations. The existence of an MCU Board of Visitors is mandated by the University's regional accreditating agency, the Southern Association of Colleges and Schools Commission on Colleges, which requires a governing board for oversight of each of its Universities and is established by statute.
