How does cmte accomplish its purpose?*The Board of Visitors (BoV MCU) shall provide independent advice and recommendations on matters pertaining to the Marine Corps University (“the University”), as set forth in Section 4 of the BoV MCU Charter:
Description of Duties: The BoV MCU, pursuant to 10 U.S.C. § 8592(d), shall provide the Secretary of Defense and/or the Deputy Secretary of Defense, through the Secretary of the Navy, independent advice and recommendations on matters pertaining to:
a. U.S. Marine Corps Professional Military Education;
b. all aspects of the academic and administrative policies of the University;
c. higher educational standards and cost effective operations of the University
How is membership balanced?*The BoV MCU members shall be eminent authorities in the fields of defense, academic
administration, international affairs and/or leadership.
How frequent & relevant are cmte mtgs?*The BoV MCU Charter requires one meeting each year; however, the BoV MCU generally meets twice each year with Administrative and Preparatory Meetings being held as deemed necessary by the Designated Federal Officer, in consultation President of Marine Corps University, the Commanding General of Marine Corps Training and Education Command, and the BoV MCU's Chair. The meetings are necessary and relevant to the operation of the University's educational and research programs and to the achievement of regional accreditation, as required by statute.
Why advice can't be obtained elsewhere?*10 U.S.C. § 8592(d) mandates the BoV MCU as a requirement for regional accreditation. The Commission on Colleges Southern Association of Colleges and Schools, the University's regional accrediting agency, mandates the existence of such a board. The members of the BoV MCU provide advice and recommendations based on their diversity as evidenced in their occupations, educational credentials and backgrounds, and career work experiences. Civilian and military members of the University do not possess this diversity and are unable to lend these varied experiences.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed-meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, who is the Secretary of the Navy, and only after consultation with the appropriate General Counsel.
Recommendation Remarks"The ZBR Board agrees with the then-Acting Secretary of the Navy that the MCU BoV provides high value to the DoD and should continue. The MCU BoV directly supports the Secretary's top priorities and the National Defense Strategy to defend the nation, take care of our people, succeed through teamwork, build a more lethal force, and reform business practices." Their focus is on academic rigor and University processes related to Professional Military Education delivery and content. No actions have taken place in FY 2022, however, as the DoD's Zero-Based Review (ZBR) suspended all of DoD's FACA committee activities for a full review of relevancy and membership was concluded.

Cost Savings CommentThe benefits generated by the BoV MCU are not necessarily associated with cost savings as the BoV MCU focuses on educational elements of Professional Military Education, the benefits accrued relate to student learning. Number Of Recommendations CommentThe BoV MCU did not meet in FY22 due to the Department of Defense 2021 Zero-Based Review (ZBR), new candidates being identified, new appointments being effected, and human resources processing time so no recommendations were generated. The Spring 2022 meeting was cancelled because there was not an active BoV MCU membership due to the ZBR in progress. The BoV MCU does not issue separate reports for the Secretary of Defense or Secretary of the Navy, instead the BoV MCU's meeting minutes contain the BoV MCU's recommendations, which are forwarded to the Secretary of the Navy for action.Access Agency WebsiteYes

The BoV MCU supports the University's mission and strategic plan by reviewing each and ensuring they are reflective of Marine Corps' goals and offer the appropriate higher-education focus. The BoV MCU provides oversight and advice to facilitate higher educational standards and cost effective operations. The existence of the BoV MCU is mandated by the University's regional accrediting agency, the Southern Association of Colleges and Schools Commission on Colleges, which requires a governing board for oversight of each of its Universities and is established by statute.
