How does cmte accomplish its purpose?*The Committee provides advice and recommendations on matters relating to the U.S. commercial remote sensing industry and NOAA's activities to carry out the Department's responsibilities set forth in the National and Commercial Space Programs Act of 2010, 51 U.S.C. Sec. 60101 and the Land Remote Sensing Policy Act of 1992 (15 CFR Part 960) and applicable U.S. Policy, which addresses the U.S. commercial remote sensing satellite industry. The Committee's duties are to: 1. gather information to define issues submitted by NOAA for consideration by the Committee, develop positions on those issues, and present the Committee's positions to the Under Secretary of Commerce for Oceans and Atmosphere; 2. evaluate economic, technological, and institutional developments relating to commercial remote-sensing and submit to the Under Secretary of Commerce for Oceans and Atmosphere recommendations on promising new ideas and approaches for federal policies and programs; and 3. serve as a forum for the discussion of issues involving the relationship between industry activities and Government policies, programs, and regulatory requirements.
How is membership balanced?*The membership is fairly balanced regarding views represented and the functions to be performed by the Committee. Membership is based on clear, standardized criteria in accordance with applicable DOC policies. The Under Secretary, after consultation with the appropriate Government agencies, industry representatives, business organizations, the scientific community, and public interest groups, appoints the members.
How frequent & relevant are cmte mtgs?*The Committee meets at least 2 times a year for full day meetings to discuss advice and recommendations in parallel to current efforts of legislative, regulatory, and national policy reforms to ensure that advice is timely and integrated in important reform channels.
Why advice can't be obtained elsewhere?*This Committee is essential because it provides valuable information and advice to NOAA as it carries out its regulatory responsibilities under the National and Commercial Space Programs Act of 2010, 51 U.S.C. Sec. 60101 and 15 CFR 960. The Committee has provided broad guidance to NOAA. As an independent group, the Committee has been able to factor in our broader national security and health of the industry. Advice of the ACCRES Committee is independent and includes balanced perspectives not available from other sources. The Committee is examining new approaches to foster the remote sensing industry. The Committee has continued to examine law, policy and license conditions.
Why close or partially close meetings?Meetings of the Committee may be closed to the public only as authorized by Section 10(d) of the Federal Advisory Committee Act (5 USC App 2), as amended, and applicable regulations. Committee meetings are closed only when discussing classified information.

Agency Feedback Comment*NOAA has worked closely with the Committee regarding NOAA's implementation of the New Regulations for Licensing Private Remote Sensing Systems, and developing guidance that provide clarity regarding NOAA’s understanding of its regulations, and identify its policy on regulatory and technical issues related to the Rule.Narrative Description*The Committee is essential to the agency because it provides valuable information and advice to NOAA as it carries out the National Commercial Space Programs Act of 2010 and regulations, 15 CFR 960. It is important that NOAA have an independent group to provide broad guidance that factors in our broader national security and health of the industry. The Committee supports the Department of Commerce and NOAA's strategic goals by providing recommendations which are intended to maximize U.S. industry competitiveness and enable economic growth. No advisory reports were issued.
