How does cmte accomplish its purpose?*The Committee provides advice and recommendations on matters relating to the U.S. commercial remote sensing industry and NOAA's activities to carry out the Department's responsibilities set forth in the National and Commercial Space Programs Act of 2010, 51 U.S.C. Sec. 60101 and the Land Remote Sensing Policy Act of 1992 (15 CFR Part 960) and applicable U.S. Policy, which addresses the U.S. commercial remote sensing satellite industry. The Committee's duties are to: 1. gather information to define issues submitted by NOAA for consideration by the Committee, develop positions on those issues, and present the Committee's positions to the Under Secretary of Commerce for Oceans and Atmosphere; 2. evaluate economic, technological, and institutional developments relating to commercial remote-sensing and submit to the Under Secretary of Commerce for Oceans and Atmosphere recommendations on promising new ideas and approaches for federal policies and programs; and 3. serve as a forum for the discussion of issues involving the relationship between industry activities and Government policies, programs, and regulatory requirements.
How is membership balanced?*The membership is fairly balanced regarding views represented and the functions to be performed by the Committee. Membership is based on clear, standardized criteria in accordance with applicable DOC policies. The Under Secretary, after consultation with the appropriate Government agencies, industry representatives, business organizations, the scientific community, and public interest groups, appoints the members.
How frequent & relevant are cmte mtgs?*The Committee meets at least 2 times a year for full day meetings from 9 AM - 4 PM to discuss advice and recommendations in parallel to current efforts of legislative, regulatory, and national policy reforms to ensure that advice is timely and integrated in important reform channels.
Why advice can't be obtained elsewhere?*This Committee is essential because it provides valuable information and advice to NOAA as it carries out its regulatory responsibilities under the National and Commercial Space Programs Act of 2010, 51 U.S.C. Sec. 60101 and 15 CFR 960. The Committee has provided broad guidance to NOAA. As an independent group, the Committee has been able to factor in our broader national security and health of the industry. Advice of the ACCRES Committee is independent and includes balanced perspectives not available from other sources. The Committee is examining new approaches to foster the remote sensing industry. The Committee has continued to examine law, policy and license conditions in 2018.
Why close or partially close meetings?Meetings of the Committee may be closed to the public only as authorized by Section 10(d) of the Federal Advisory Committee Act (5 USC App 2), as amended, and applicable regulations. Committee meetings are closed only when discussing classified information
Recommendation RemarksOn April 3, 2018, ACCRES came together to help NOAA evaluate and address the following priorities:
1. Provide a set of data protection standards that would be required from licensees, and improve the overall compliance process
2. Provide recommendations to evaluate and update the commercial remote sensing statute and regulations.
Two working groups were formed to address these priorities, that then presented their findings and recommendations during the October 18, 2018 meeting, where feedback was provided. It was determined that the findings were preliminary and more work would need to be put into developing a full set of recommendations.

GSA could not complete the FY18 Annual Comprehensive Review for this committee.

Outcome Increased Customer SatisfactionYesAction CommentNOAA worked on report to provide feedback on proposed updates to the commercial remote sensing regulations and legislative proposals. Additionally, the Committee provided feedback on improvements to the data protection plan and requested greater industry-government engagement. To address these, NOAA hosted a 3 day workshop, which improved trust in government and customer satisfaction/service delivery. The rollout of the new data protection also improves customer satisfaction and service delivery.

Number Of Recommendations CommentIn 2016, the Committee provided recommendations on possible statutory updates to the National and Commercial Space Programs Act of 2010, Chapter 601, Subchapter III: Licensing of Private Remote Sensing Systems. These recommendations have been incorporated in the report that is currently being reviewed by OMB. No new recommendations were delivered in FY 2017. The Committee has invited other agencies involved in the licensing process to attend the meetings to discuss the rationale for the license condition under consideration.
