How does cmte accomplish its purpose?*The scope and objectives are to provide oversight to the Board of Visitors for the Western Hemisphere Institute for Security Cooperation (WHINSEC). The Board provides to the DoD expert advice on the operations and management of the Institute. The Board inquires into the curriculum, instruction, physical equipment, fiscal affairs and academic methods of the Institute and any other matters it decides to consider, or matters that the Secretary of Defense deems appropriate. The duties and responsibilities are advisory and intended to asist the DoD with oversight responsibilities and to review the WHINSEC curriculum to determine whether it complies with U.S. laws and regulations; is consistent with U.S. policy goals toward the Western Hemisphere; adheres to U.S. doctrine; and appropriately emphasizes human rights, the rule of law, due process, civilian control of the military, and the role of the military in a democratic society.
How is membership balanced?*Membership is prescribed in the statute, but for those appointed by the Secretary of Defense, academics and representatives from the religious and human rights communities will be represented, to the extent practicable.
How frequent & relevant are cmte mtgs?*Estimated number of meetings is one per year.
Why advice can't be obtained elsewhere?*Committee is mandated by law under 10 U.S.C. 343.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C.§552b(c). Pursuant to DoD Policy, closed meetings can only be authorized by the DoD Sponsor, the Secretary of the Army or designee, and only after consultation with the Office of the Secretary of the Army General Counsel.
Recommendation RemarksThis Committee was established pursuant to PL 106-398, section 911 of the National Defense Authorization Act for FY 2001.

NLT 60 days following its Annual meeting, the Committee submits a report to the Secretary of Defense concerning its activities, views and recommendations pertaining to the Institute.

Department of Defense (DoD) policy between fiscal year 2007 and 2011 required that subcommittee members be listed separately in the subcommittee section of GSA’s Database, even if they were duly appointed members of the parent committee. This policy, in some instances, caused a duplication of entries.

Beginning in fiscal year 2012, DoD will only list in the subcommittee section of GSA’s Database those who are appointed to just a subcommittee. If an individual is appointed to the parent committee and to one of the committee’s authorized subcommittees then his or her subcommittee affiliation will be reflected in the parent committee membership section of GSA’s Database.
