How does cmte accomplish its purpose?*NSAC responds to charges, usually issued jointly by NSF and DOE. Most charges relate to issues surrounding facilities or general policy and are addressed by appointing a subcommittee consisting of NSAC members and members of the nuclear physics community. After fact finding and discussions in response to specific questions posed by DOE and NSF, voting occurs to document acceptance any findings and of any corresponding recommendations. NSAC then transmits any resulting reports with accompanying recommendations. Every 5-7 years, NSAC is charged with preparing a long-range plan for the entire field of nuclear science. This is a broad-based activity easily involving 100-200 people, but is led and overseen by NSAC, which is responsible for the resulting report and its recommendations.
How is membership balanced?*The membership of the committee has been carefully considered prioritizing diversity, equity, and inclusion and striving for a balance of disciplines, interest, experiences, points of view, and geographical location. The employers of the members include universities and, national laboratories. Ex officio non voting representation includes: the chairs of the APS/Division of Nuclear Physics and the ACS/Division of Nuclear Chemistry.
How frequent & relevant are cmte mtgs?*NSAC meets at least once per year, and as often as 3-4 times per year, depending upon the charges given to NSAC by the two agencies. An NSAC subcommittee organized in response to a charge may meet 5-6 times or more in carrying out its work.
Why advice can't be obtained elsewhere?*NSAC provides advice on scientific priorities from recognized scientific and technical experts with specialized knowledge and experience that represents a broad spectrum of views spanning the field and its institutional components. The information provided by NSAC cannot be obtained in other ways.

Recommendation RemarksThis Committee is a joint committee between DOE and NSF with both agencies sharing the direction of NSAC. "DOE is solely responsible for administrative and financial support of NSAC activity. In FY 2022 there were two charges and both face-to-face and hybrid meetings were convened to address them.

Number Of Recommendations CommentSince April of 1978, 84 reports have been issued covering all aspects of user facilities, research, planning, and program management. NSAC recommendations are made in response to written charges from the agencies. Within a given charge there may be more than one area of recommendation that DOE/NSF requests. This number varies from year to year. These reports contain more than 183 separate and distinct recommendations with individual reports having as few as two and as many as fifteen recommendations.
Reports on progress and implementation made at subsequent Committee meetings and/or in writing are posted on the Committee website. Since 2014, one annual NSAC report, an assessment of the NNSA Mo 99 program, has been mandated by statute.

Agency Feedback Comment*Both DOE and NSF communicate and report to NSAC on current activities in the context of implementing recommendations offered by NSAC at each meeting. Feedback is provided to the Committee by the Associate Director of Science for Nuclear Physics (DOE) and the Director of the Physics Division (NSF), or their designees. In addition, they provide verbal reports regarding NSAC activities to the nuclear science community at its annual divisional meetings. Also, on an annual basis, the Director for the Office of Science (DOE) and the Assistant Director of the Mathematics and Physical Science Directorate (NSF) provide feedback to NSAC via formal presentations at an NSAC Meeting.Narrative Description*The mission of the DOE Nuclear Physics (NP) program is to conduct experimental and theoretical basic research in nuclear physics. The DOE/NSF Nuclear Science Advisory Committee (NSAC), upon request, provides advice to both agencies on determining priorities within the field of basic nuclear science research and helps to identify compelling research opportunities. NSAC reports to the Director, Office of Science and to the Assistant Director, Mathermatical and Physical Sciences Directorate of the National Science Foundation.
