How does cmte accomplish its purpose?*To accomplish broad program goals, the Committee is made up of members from the National Heart, Lung, and Blood Institute (NHLBI), as well as representatives from other Federal agencies, intermediaries including major medical associations, voluntary health organizations, and community programs.
How is membership balanced?*The Committee will consist of up to 15 voting members. Members will consist of Federal employees, Special Government Employees (SGEs), and Representatives. In addition, one official from the Division of Lung Diseases, and one official from the Center for Translation Research and Implementation Science will serve as co-Chairs of the Committee. At least three members will represent government agencies, from among the NIH national research institutes and centers involved in research with respect to asthma, the Department of Housing and Urban Development, the Centers for Disease Control and Prevention, or any other Federal departments and agencies whose programs involve health functions or responsibilities relevant to this disease. At least three non-Federal members will serve as Special Government Employees selected from the health and scientific disciplines with respect to asthma. At least three non-Federal members will serve as Representatives from professional societies, voluntary health organizations, and community programs whose purpose is to enhance the quality of life for patients with asthma and decrease asthma-related morbidity and mortality.
How frequent & relevant are cmte mtgs?*The Committee meets approximately twice per year. In FY22 the committee met on September 28, 2022.
Why advice can't be obtained elsewhere?*The Committee’s primary mission is to provide advice to the National Heart, Lung, and Blood Institute (NHLBI) on matters concerning asthma and to facilitate the efficient and effective exchange of information on asthma activities among the member agencies and voluntary health organizations in order to enhance coordination of asthma-related programs and activities.

1. The Committee recommended that all educational materials should include images that reflect the diversity of people with asthma in the US.

2. The Committee recommended that where possible, asthma educational materials should be consolidated to ensure consistent messages are provided across organizations.

3. The Committee recommended that where possible, existing asthma education materials, such as those developed within their organizations, should be used rather than creating new material for the same content.

4. The Committee recommended developing a one page information sheet for healthcare providers on SMART therapy. NAEPPCC (or a group of NAEPPCC members) should review the content to ensure providers needs are addressed and available resources or tips based on their experience are available.

The public can view information related to the Committee through the committee’s official website.Narrative Description*The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by the establishment of the National Asthma Education Prevention Program (NAEPP) Coordinating Committee to provide advice and guidance concerning the NAEPP, Division of Lung Diseases, National Heart, Lung, and Blood Institute.

Federal Staff Support (FTE)*1.50Est Cost RemarksThe meeting was held virtually in FY22 due to the ongoing COVID-19 pandemic. Projected costs for FY23 were increased in the event that in-person/hybrid meetings resume. The DFO did confirm though that we can plan for in-person/hybrid meetings in the future as directed, but please note that this Committee has always met virtually (even before COVID).
Cost RemarksWhile there was one meeting FY22, there were $0 in “Other Costs” (specifically videoconference and teleconference expenses) because arrangements were made through an office-wide Zoom/WebEx account. Therefore, this expense is not part of the operational costs of the committee for this year.

Special Government Employees are, in general, eligible to receive
honorarium for attendance at meetings. Staff and members have determined/elected to
not receive this payment at this time.

Federal Members: Daily salary costs have been estimated for the four federal members of this committee. The dollar figure represents a portion of their annual salary. No funds have been transferred between the committee and the agency. No additional funds are paid to Federal employees due to membership on this committee.

The main reason for the declining Federal Staff costs between FY21, FY22, and anticipated FY23 is that in FY20 and FY21 the committee was working on the asthma guidelines which included an expert panel working group. Since the completion of the guidelines, the level of effort and number of meetings has decreased.
