How does cmte accomplish its purpose?*Meetings of the Board provide a forum for information exchange, open deliberation and public input into the formulation of the Board's advice and recommendations regarding park management.The Board provides a platform for public input on park issues. Unlike any other national park, NPS is a tenant to the land. The Board makes it possible for NPS to understand ongoing and sensitive private and village cultural land issues.
How is membership balanced?*Membership is prescribed by the Board's enabling legislation, comprised of five members; three of whom are appointed by the Secretary from among nominees of the Governor, and two at the discretion of the Secretary.
How frequent & relevant are cmte mtgs?*The Board did not meet in FY 2018. Meetings are generally scheduled one to two times a year. Due to the special nature of the National Park of American Samoa--consisting of lands leased from villages, allowing for subsistence uses, and preserving the Samoan culture--the meetings provide opportunity for intercommunication between the park and the citizenry regarding interpretation and management of the park, and other matters.
Why advice can't be obtained elsewhere?*This Board is currently inactive. The National Park of American Samoa Advisory Board was established by P. L. 100-571 to provide advice to the Secretary of the Interior regarding the management of the National Park of American Samoa. The park was established to preserve and protect the tropical forest and archaeological and cultural resources of American Samoa, and of associated reefs, to maintain the habitat of flying foxes, preserve the ecological balance of the Samoan tropical forest, and, consistent with the preservation of these resources, to provide for the enjoyment of the unique resources of the Samoan tropical forest by visitors from around the world. The Secretary and the Governor, or their designees, are to review the operation and management of the park at least every 10 years. The review is to include, but is not limited to, consideration of how the objectives of the park can better be achieved; the need for additional technical or other assistance; cooperative arrangements between the Government of American Samoa and the National Park Service in the interpretation and management of the park; and the desirability of extension of the lease arrangement.

Recommendation RemarksThere were no meetings in FY 2018. The National Park of American Samoa Advisory Board is currently inactive.

(1) Re #6 (EXPECTED CHARTER RENEWAL DATE) -- The FACA Section 14(b) biennial rechartering requirement has been waived for the Board pursuant to P.L. 102-525, October 26, 1992.
(2) Re #7/#8b (EXPECTED COMMITTEE TERMINATION DATE/SPECIFIC TERMINATION AUTHORITY) -- The Board's enabling legislation, P.L. 100-571, provides for continuation of the Board into the foreseeable future, without termination.
(3) Re MEMBERSHIP -- In accordance with P.L. 102-525, and the Board's Charter, members may continue to serve after the expiration of their terms until successors are appointed.
