How does cmte accomplish its purpose?*The Committee meets in open sessions on a regular basis, with a wide variety of presentations made by senior staff members from both the Occupational Safety and Health Administration (OSHA) and the National Institute for Occupational Safety and Health (NIOSH). There are also several work groups which meet from time to time to do data gathering and produce material from which the full Committee produces recommendations in open sessions. Each meeting begins with a full overview of activities given by the heads of the two agencies.
How is membership balanced?*As specified by the Occupational Safety and Health Act of 1970 (OSH Act), NACOSH is composed of the following representatives: four public, two management, two labor, two occupational health and two occupational safety professionals. Two of the public and both of the health representatives are designated by the Secretary of Health and Human Services. All members are officially appointed by the Secretary of Labor. Consideration is given to diversity in size, type of business, geographic location and personal experience. An effort is made to represent all elements of industry and the public.
How frequent & relevant are cmte mtgs?*In FY 2018, the Committee did not convene for any meetings.
Why advice can't be obtained elsewhere?*This is the only group of a continuing nature that brings together employee, employer, and public interests regarding occupational safety and health. The advice of this group is important to both OSHA and NIOSH in fulfilling their functions.
Why close or partially close meetings?All committee meetings are open.
Recommendation RemarksThis Committee reports to the Secretaries of Labor and Health and Human Services. NACOSH did not meet FY18. Committee activities and operations were being reviewed in accordance with Executive Order 13781, Comprehensive Plan for Reorganizing the Executive Branch, to improve the efficiency, effectiveness, and accountability of Executive Branch agencies. Consequently, FY18 actual costs, which include federal staff support, are substantially less than the NACOSH charter’s reported estimated annual operating costs.

Number Of Recommendations CommentThe Committee provides valuable advice to OSHA and NIOSH on an ongoing basis regarding current issues under consideration. In FY 2018, NACOSH did not hold any meetings. Past recommendations have included: recommending that OSHA proceed with rulemaking on and adopt draft regulatory text for an Emergency Response and Preparedness (ERP) developed by a NACOSH ERP Subcommittee; developing a best practices document on protecting temporary workers; incorporating NACOSH's comments on several OSHA outreach and guidance documents, including OSHA’s updated Safety and Health Program Management Guidelines; providing input on OSHA’s and NIOSH’s Ebola prevention policy and activities; commenting on the draft OSHA/NIOSH best practices document for protecting temporary workers; ensuring that the Department of Agriculture's draft final poultry slaughter modernization rule not move forward until OSHA and NIOSH staff had an opportunity to review and study how the rule impacts worker safety and health; maintaining OSHA’s Injury and Illness Prevention Program rulemaking proposal as the highest priority on its regulatory agenda and to support, along with NIOSH, a national symposium to present best practices; supporting OSHA's efforts to transition from Standard Industrial Classifications (SIC) to North American Industry Classification System (NAICS); designing and using recordkeeping and surveillance systems (such as adding employee groups not currently covered and improving efficiency by having data reported electronically); promulgating a final rule for an MSD column on the OSHA 300 log; identifying initiatives arising from OSHA's response to the Deepwater Horizon oil spill; and funding for NIOSH education and research centers.Access Agency WebsiteYes

The committee supports the mission and strategic plans of the Occupational Safety and Health Administration (OSHA) and the National Institute for Occupational Safety and Health (NIOSH) by presenting the viewpoints of employers, employees and representatives of health and safety professions. The Committee has members who are qualified by knowledge and experience to make useful contributions to the agency's mission for purposes of reducing employee injuries and illnesses.
