How does cmte accomplish its purpose?*The National Advisory Committee on Occupational Safety and Health (NACOSH) meets in open sessions with a wide variety of presentations made by senior staff members from both the Occupational Safety and Health Administration (OSHA) and the National Institute for Occupational Safety and Health (NIOSH). Several work groups meet as needed to collect data and develop material from which the full committee produces recommendations in an open forum. Each full committee meeting begins with a summary of activities provided by the heads of OSHA and NIOSH.
How is membership balanced?*As specified by the Occupational Safety and Health Act of 1970 (OSH Act), NACOSH is comprised of 12 members: four public representatives, two management representatives, two labor representatives, two occupational health professionals and two occupational safety professionals. The Secretary of Health and Human Services designates two of the public representatives and both of the health professionals. All members are appointed by the Secretary of Labor. Consideration is given to diversity in size, type of business, geographic location and personal experience. An effort is made to represent all elements of industry and the public.
How frequent & relevant are cmte mtgs?*The charter provides for two to four meetings a year. In Fiscal Year (FY) 2022, NACOSH held three virtual meetings on 11/6/21, 2/15/22, 6/30/22, and a mixed meeting on 9/13/22. The NACOSH Heat Injury and Illness Prevention Work Group met virtually on 2/25/22, 6/30/22, and 9/12/22 to publicly discuss the work group's progress. The work group members met eight times through teleconference meetings to work on two tasks: evaluating and providing input and recommendations on OSHA's heat illness prevention materials, and critically evaluating stakeholder input to the Heat Injury and Illness Prevention in Outdoor and Indoor Work Settings Advance Notice of Proposed Rulemaking and developing recommendations on potential elements of heat injury and illness prevention rulemaking that OSHA should consider. The work group did not put forth any recommendation in FY22. NACOSH meetings can be found at www.regulations.gov under docket OSHA-2022-0002 and the Heat Injury and Illness Prevention Work Group meeting materials can be found under docket OSHA-2022-0003.
Why advice can't be obtained elsewhere?*NACOSH is a statutory committee established by the OSH Act of 1970. This is the only group of a continuing nature that brings together employee, employer, and public interests regarding occupational safety and health in general industry. General industry covers a wide range of types of employment. The advice of this group is important to both OSHA and NIOSH in fulfilling their functions.
Why close or partially close meetings?NACOSH meetings are open to the public and public participation is encouraged.
Recommendation RemarksNACOSH reports to the Secretaries of Labor and Health and Human Services.
