How does cmte accomplish its purpose?*The goal of the Commission is to establish research needs and enforcement priorities for anadromous stocks and ecologically-related species subject to the Convention for the Conservation of Anadromous Stocks in the North Pacific Ocean. The Advisory Panel to the United States Section of NPAFC advises US Commissioners and involved US agencies with respect to US participation in the activities of the Commission, including the development of policies and negotiating strategies.
How is membership balanced?*As required by law, membership is balanced geographically between the two states affected by the treaty (Alaska and Washington), and between non-governmental, industry, and tribal interests. The charter provides for Advisory Panel to be composed of: The Commissioner of the Alaska Department of Fish and Game; The Director of the Washington Department of Fisheries; One representative of the Pacific States Marine Fisheries Commission, designated by the Executive Director of that Commission. None of these 3 appointments have an expiration date in the Charter. There are an additional 5 members from Washington State and the 6 members from Alaska State, these appointments have a term expiration of four years.
How frequent & relevant are cmte mtgs?*U.S. Advisory Panel Meetings are normally held annually in advance of the NPAFC Annual Meeting, and the meetings therefore are relevant and timely. The Advisory Panel assists in formulating US positions on a variety of issues taken up at the Annual Meeting that are relevant to US interests in fisheries in the North Pacific Ocean. In FY 18, the Panel met on April 27, via open teleconference, with no public participation joining the call
Why advice can't be obtained elsewhere?*The U.S. delegation seeks regular input from affected industries, conservation groups, academic organizations, and state agencies on issues in the NPAFC.
Why close or partially close meetings?There is no need at this time to close meetings.
Recommendation RemarksThe committee meeting was held on April 27, 2018 for FY18 by teleconference call, organized by the Department of State, Office of Marine Conservation. There are no reports for this committee because U.S. section members obtain input directly from committee meetings. This input is relatively short and directed at specific agenda items for each year's NPAFC meeting. See paragraph 12 of the charter which provides the statutory membership. This committee has designated members, as well as members selected from lists provided by officials over which the Department of State has no control (such as the governors of Alaska and Washington). The annual reports are posted at this website: http://www.npafc.org/new/pub_annualreport.html. The estimated costs for FY18 are $6,300 for the committee meeting.
