How does cmte accomplish its purpose?*The Committee will provide a forum for discussion of safety issues, and related security issues, arising out of rail operations on the Northeast Corridor and make safety recommendations to the Secretary. Any security-related issues or recommendations will be discussed in consultation with TSA.
How is membership balanced?*Congress has specified the membership composition of the Committee in 49 U.S.C. 24905(f). The statute provides that members of the committee shall be representatives of (A) the Department of Transportation, including the Federal Railroad Administration; (B) Amtrak; (C) freight carriers operating more than 150,000 train miles a year on the main line of the Northeast Corridor; (D) commuter rail agencies; (E) rail passengers; (F) rail labor; and (G) other individuals and organizations the Secretary decides have a significant interest in rail safety or security. We have developed a proposed membership list of organizations and/or individuals that represent all of the groups specified in the statute. If organizations or individuals are later identified that fit into one of the specified statutory categories for membership, or that the Secretary determines have a significant interest in rail safety or security on the NEC, they may be added as committee members.
How frequent & relevant are cmte mtgs?*The Committee meets approximately two times per year to consider safety matters on the NEC main line.
Why advice can't be obtained elsewhere?*The Committee is established under the authority of the U.S. Department of Transportation (DOT) and in accordance with the provisions of the Passenger Rail Investment and Improvement Act of 2008 (PRIIA) (section 212 of the Railroad Safety Enhancement Act of 2008 (Pub. L. No. 110–432), amending 49 U.S.C. § 24905(f)). The Committee is being established in accordance with the provisions of the Federal Advisory Committee Act (FACA), as amended, 5 U.S.C. App.The formation and use of the Committee are determined to be in the public interest in connection with the performance of duties imposed on the Secretary of Transportation, and delegated to the Federal Railroad Administration (FRA) Administrator, by the Federal railroad safety statutes (49 U.S.C. §§ 20101–21311).The Committee’s objective is to make safety recommendations concerning rail operations on the NEC and report such recommendations to the Secretary. In consultation with the Transportation Security Administration (TSA), the Committee also will report on security issues that impact the Committee’s safety recommendations.

Recommendation RemarksThe establishment of the Northeast Corridor (NEC) Safety and Security Committee implements a statutory provision included in the Passenger Rail Investment and Improvement Act (PRIIA) of 2008, Section 212: 49 U.S.C. 24905(f) which requires the Secretary to establish a Northeast Corridor Safety Committee and to appoint its members.

The Committee was not active and did not meet in FY 2020. Per the termination authority, the committee will cease to exist on the date that the Secretary determines positive train control is fully implemented along the Northeast Corridor.

Number Of Recommendations CommentOn June 5, 2012 the Northeast Corridor Safety Committee (NECSC) submitted a recommendation letter to the Secretary of Transportation regarding seeking assistance from the FCC to alleviate frequency spectrum availability issues along the Northeast Corridor as it relates to NEC railroads implementing the Rail Safety Improvement Act (RSIA) mandated Positive Train Control (PTC) by 2015.On August 29, 2017, the Northeast Corridor Safety Committee (NECSC) submitted a recommendation letter to the Secretary of Transportation advising her of serious issues with the aging infrastructure along the Corridor. In the letter, the NECSC requested her assistance and support in obtaining resources to repair/replace crucial infrastructure.
