How does cmte accomplish its purpose?*The Commission was established in the “Flight 93 National Memorial Act,” Public Law 107-226, to assist with consideration and formulation of plans for a permanent memorial to the passengers and crew of Flight 93, including its nature, design, and construction. The preponderance of its duties were advisory in nature.
How is membership balanced?*Five members represented the families of the Flight 93 passengers and crew; five were from the local/regional community; and five represented national interests.
How frequent & relevant are cmte mtgs?*Estimated Number of Meetings per Calendar Year - 4. The Commission regularly received reports on the work of the NPS and the partners including, but not limited to planning, design & construction; fundraising; anniversary planning; interpretive, education & exhibit planning; and land acquisition. The Commission deliberated and made decisions involving recommendations, and forwarded recommendations to the NPS for implementation.
Why advice can't be obtained elsewhere?*This Commission was necessary to provide a broad range of guidance and input into memorializing an extremely significant event in our nation's recent history. The Committee became inactive because the major design features were either constructed or progressed in the planning and design process to where they believed input from the Commission or the public was no longer relevant.

Recommendation RemarksThis Commission became administrative inactive on September 10, 2013, with the ground breaking of the visitor center and next phase of construction.

The provisions of section 14(b) of FACA requiring a biennial rechartering are inapplicable to the Commission pursuant to section 301 of Public Law 102-525, October 26, 1992.

The Commission shall terminate upon dedication of the completed memorial. The dedication event to complete the final phase of construction and complete the permanent memorial took place on September 9, 2018.

Cost Savings CommentThere are literally tens of thousands of volunteer hours that have taken place over the last 6 years to implement Public Law 107-226 through the guidance of the Commission, including but not limited to: developing the boundary for the national memorial; developing and implementing the fundraising plan for the national memorial; developing the General Management Plan, process and public meetings for the national memorial; planning and implementing the International Design Competition for the permanent memorial;and interpretive planning for exhibits.
