How does cmte accomplish its purpose?*Until March 2021, the Advisory Committee on International Economic Policy (ACIEP, or Committee) served the U.S. government in an advisory capacity by providing a forum for discussion of international economic policy issues. The U.S. Department of State and the independent Committee Chair determined the agenda for each meeting. Speakers from government and American private-sector organizations were often invited to ACIEP meetings, and members of the public were provided the opportunity to comment. Subcommittees played a role in providing advice to the parent Committee. The ACIEP made significant contributions to developing and implementing U.S. international economic policy goals and objectives. Please see additional information below.
How is membership balanced?*The Department of State sought to balance membership with cross-sector representation from a broad spectrum of U.S. organizations and institutions. Members were from the corporate, academic, financial, legal, labor, real estate, technology, consumer, consultancy, and nonprofit communities. The Department of State took proactive steps to maintain and recruit balanced membership.
How frequent & relevant are cmte mtgs?*The Committee did not meet in FY2021 due to the COVID-19 pandemic. The Committee generally met to discuss a wide range of timely and relevant issues, such as key economic priorities that included (1) digital technology and data management, (2) improving commercial diplomacy efforts, (3) competing overseas, and (4) business values. Subcommittees focused on issues including, but not limited to, trade, investment, and sanctions policy. The Committee provided a valuable channel for consultation between the private sector, labor groups, civil society, and the U.S. government on international economic policy issues.
Why advice can't be obtained elsewhere?*The Committee offered the Department of State diverse viewpoints and expertise – not necessarily available within the government – on major issues related to the development and execution of international economic policy. The Committee provided information and advice on the integration of economic interests into U.S. foreign policy and on the Department of State's role in using foreign policy as economic policy to advance American commercial interests in a competitive global economy. The Committee provided policy makers with invaluable input from a diverse group of stakeholders directly affected by these policies and who would not otherwise have shared a common platform. In focusing on specific topics of interest for U.S. foreign economic policy – including advancing women's economic empowerment, input on digital technologies, competing overseas, and national security – the Committee bolstered the Department of State's efforts to promote outreach to industry, services, labor, non-governmental organizations, and academia.

Recommendation RemarksWith the enactment of the 2019 Championing American Business Through Diplomacy Act (CABDA), the Department of State is legislatively mandated to stand up a new advisory committee that overlaps with ACIEP in both composition and purpose. As such, the Bureau of Economic and Business Affairs allowed the Committee’s charter to lapse in FY2021, bringing the committee to a close. The Department of State plans to address ACIEP’s purpose and functions and to consult the private sector and civil society through new forums for discussion of issues related to our planning of international economic policy.

Agency Feedback Comment*The Department of State provided feedback to ACIEP members during Committee meetings, responded to requests for briefings, and maintained correspondence. As a result of the Committee's recommendations, the Assistant Secretary of State for Economic and Business Affairs had given priority status to discussing ACIEP insights in her domestic and international travel engagement with other U.S. government agencies, private companies, foreign governments, local chambers of commerce, and other stakeholders.Narrative Description*The objective of the ACIEP was to serve the United States government in an advisory capacity on key issues and challenges in international economic policy.
