How does cmte accomplish its purpose?*Committee members provide viewpoints and share information relevant to the Department of State’s formulation, coordination and oversight of foreign policy related to international postal and delivery services. The Committee may also make specific or general policy recommendations.
How is membership balanced?*Approximately twenty-five percent full-time regular government employees, seventy-five percent representatives of particular interest groups comprising international mailers and providers of international delivery services.
How frequent & relevant are cmte mtgs?*Meetings are usually held once or twice a year. The specific agenda items change meeting to meeting but are typically related to policy issues being considered in the Universal Postal Union. The Department of State considers the meetings to be relevant to its work, since they provide a venue to discuss the views and concerns of mailers, delivery service providers, and other stakeholders.

Number Of Recommendations CommentThe Committee has produced 38 informal recommendations to date regarding U.S. policy towards international postal and delivery services that have been considered for adoption by the Department of State and other U.S. Government stakeholders. These include advice on issues taken up by the Universal Postal Union (UPU) in the context of the 2008, 2012, and 2016 UPU Congresses. These concerned advice on the formulation of the U.S. Strategic Plan for the Universal Postal Union; six proposals submitted by the U.S. delegation to the 2008 and 2012 Congress and a proposal submitted by the U.S. delegation to the 2016 UPU Congress in Istanbul on establishing a principle of nondiscrimination in the customs treatment of mail.Access Agency WebsiteYes
