How does cmte accomplish its purpose?*The Board administers the Thrift Savings Plan (TSP), a defined contribution retirement savings plan for Federal, Postal Service, and Uniformed Services employees. The TSP is similar to private sector 401(k) plans. The Employee Thrift Advisory Council (Council) provides advice on matters relating to TSP investment policies and plan administration. The Executive Director of the Board periodically provides Council members with memoranda and materials describing ongoing TSP activities. As prescribed by statute (5 U.S.C. 8474(b)(6)), the Executive Director meets with the Council at the request of the Council Chairman. In addition, Council members are given advance copies of TSP regulations and they are asked to provide their comments to the Board prior to submission of those regulations to the Federal Register for a period of public review and comment.
How is membership balanced?*The membership of the Council is required by statute (5 U.S.C. 8473(b)) to include the representatives of specified employee organizations and the uniformed services.
How frequent & relevant are cmte mtgs?*The Council generally meets once or twice a year and the authorizing statute has no termination date. The Council did not meet in the fall of 2020 due to COVID-19, so the only meeting was May 26, 2021. The Council is uniquely able to provide the Board with advice because member organizations comprise all of the major representatives of Federal, Postal Service and Uniformed Services employees and retirees.

Outcome Increased Customer SatisfactionYesAction CommentCouncil members expeditiously contacted the Senators during the debate of the 2020 NDAA and secured support in opposing the inclusion of two amendments which would have impacted the TSP and our participants in an inordinate and harmful manner. Both amendments sought to discriminate against TSP participants by prohibiting investment in China, including Hong Kong, or any company which is not audited by the PCAOB, and would not apply to more than 60 million participants in 401(k) plans or IRAs.

Outcome CommentThe Council provides ongoing advice to the Board on behalf of its unique perspective as an organization representative. The Council has lent support for and provided the Agency with invaluable feedback on, among other things, the Board’s opposition to amending the 2020 National Defense Authorization Act (NDAA) to prohibit TSP participants from investing in China, including Hong Kong, or to prohibit investing in any company which is not audited by the Public Company Accounting and Oversight Board (PCAOB). Both amendments discriminate against TSP participants since neither prohibition would apply to any other 401(k) plan or IRA that 60 million participants use to save for their retirement. Moreover, because the I Fund invests in the MSCI EAFE index, which includes Hong Kong, it has an impact on our existing I Fund. There is no widely recognized international index for developed markets that excludes Hong Kong. Finally, the proposed amendment to prohibit investment in China would have, in all likelihood, eliminated the TSP’s ability to offer a mutual fund window, scheduled for summer 2022. The TSP cannot, in a practicable and affordable manner, monitor individual mutual fund holdings to ensure none hold any Chinese securities. The expeditious and effective contact by Council members was indispensable in preventing both of these harmful amendments from being included in the 2020 NDAA.Number Of Grants Recommended0
