How does cmte accomplish its purpose?*During this reporting period the committee recommended approval of outside awards for NIH employees and two requests for HeLa Genome Data access. The committee heard presentations and discussed the following issues: a presentation on the Investigation of Co-occurring conditions across the Lifespan to understand Down syndrome (INCLUDE), an ebola and measles outbreak update, and various working group updates. Final working group recommendations were given by the High-Risk, High-Reward working group, BRAIN 2.0 working group, Foreign Influences on Research Integrity working group, Moderate Alcohol and Cardiovascular Health (MACH) Trial working group, and Next Gen working group. The committee also received information on one of the IC’s [National Institute on Minority Health and Health Disparities (NIMHD)], and a presentation on the NIH’s Sexual Harassment Policies and Procedures. One closed session teleconference was conducted to review the proposed FY19 Pay Plan for the NIH Regenerative Medicine Program in accordance with the 21st Century Cures Act (March 22, 2019). In addition, two new working groups have been established - a working group on Changing the Culture to End Sexual Harassment and a working group on Enhancing Reproducibility and Rigor in Animal Research.
How is membership balanced?*During the past year, the ACD, NIH, consisted of members selected from among authorities who are knowledgeable in the fields of research pertinent to the NIH mission and individuals who represent the academic and private sector research community, as well as representatives of the general public.
How frequent & relevant are cmte mtgs?*The Committee met three times during this reporting period and held multiple working group meetings on the following dates: 12/13-14/2018, 03/22/2019, 06/13-14/2019.
Why advice can't be obtained elsewhere?*The members of the ACD have experience, current expertise, and abilities pertinent to the NIH mission that cannot be obtained from NIH staff or from other established sources.
Why close or partially close meetings?The March 22, 2019 meeting of the committee was closed to the public for the review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.
Recommendation RemarksReports: This committee did not produce any public reports.

Members: The term for Richard Lifton changed due to a reappointment. As such, his term of service end date is different than what was reported on the FY18 ACR.

Cost: The reduction in FY19 Federal Staff Costs were due to changes in the percent of time devoted to committee work.

Federal Staff Costs: Daily salary costs have been estimated for Federal members of this committee. The dollar figure represents a portion of their annual salary. No funds have been transferred between the committee and the agency. No additional funds are paid to Federal employee due to membership on this committee.

DFO/Committee Decision Maker: Based on the assignment of responsibilities within the Office of the Director, NIH, the positions of designated federal official and the committee decision maker are held by the same person, the Deputy Director, NIH.

The ACD has addressed numerous issues in these areas including: biomedical resources;
establishment or reorganization of NIH programs or offices; peer review; health disparities; the
opioid epidemic; workforce diversity; bioethics; stem cells; early stage investigators; BRAIN 2.0;
the Next Generation Researchers Initiative; Foreign Influences; and 21st Century Cures.
