How does cmte accomplish its purpose?*During this reporting period the committee recommended approval of outside awards for NIH employees, requests for HeLa Genome Data access, and a 21st Century Cures Act Implementation Progress Update. The committee heard presentations and discussed the following issues: a universal flu vaccine update, an ebola update, the opioid crisis, Reimagine HHS, and various working group updates. The committee also received information on two of the IC’s (Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) and the National Cancer Institute (NCI), and a report on the NIH’s Sexual Harassment Policies and Procedures. Two teleconferences were conducted that produced decisions by the ACD: a Report from the Working Group on Ethical Considerations for Industry Partnership on Research to Help End the Opioid Crisis on April 6, 2018 was accepted and to establish two new working groups of the ACD - a working group on Foreign Influences on Research Integrity and a working group on Artificial Intelligence on August 24, 2018.
How is membership balanced?*During the past year, the ACD, NIH, consisted of members selected from among authorities who are knowledgeable in the fields of research pertinent to the NIH mission and individuals who represent the academic and private sector research community, as well as representatives of the general public.
How frequent & relevant are cmte mtgs?*The Committee met four times during this reporting period and held multiple working group meetings on the following dates: 12/14-15/2017, 04/06/2018, 06/14-15, 2018, and 08/24/2018.
Why advice can't be obtained elsewhere?*The members of the ACD have experience, current expertise, and abilities pertinent to the NIH mission that cannot be obtained from NIH staff or from other established sources.

The NIH mission is to uncover new knowledge that will lead to better health for everyone. The Advisory Committee to the Director, NIH, advises the Secretary of Health and Human Services, the Assistant Secretary for Health, and the Director, NIH, on policy matters pertinent to NIH mission responsibilities in the conduct and support of biomedical research, medical science, and biomedical communications. The ACD has addressed numerous issues in these areas including: biomedical resources; establishment or reorganization of NIH programs or offices; peer review; health disparities; the opioid epidemic; workforce diversity; bioethics; stem cells; early stage investigators; BRAIN 2.0; the Next Generation Researchers Initiative; Foreign Influences; and 21st Century Cures.
