How does cmte accomplish its purpose?*The Council has established three subcommittees to provide assistance in carrying out its duties. The subcommittees focus on specific topics, issues, and concerns about which to deliberate. Recommendations made by the subcommittees are presented to the Council and to be discussed in an open public forum. The Council makes final determination on the recommendations, which are then presented to the Secretary of HHS through the ASH, for review and consideration.
How is membership balanced?*Selected candidates are appointed to the Council by the Secretary of HHS, in consultation with the White House. Committee members are prominent community leaders with particular expertise in, or knowledge of, matters concerning HIV and AIDS, public health, global health, philanthropy, marketing or business, as well as other national leaders held in high esteem from other sectors of society. FACA stipulates that agencies develop a fairly balanced membership plan that takes into consideration a cross-section of those directly affected, interested, and qualified, as appropriate, to the nature and functions of the advisory committee. To comply with the FACA guidelines, the Department makes an effort to ensure that committee memberships demonstrate a broad representation of geographic areas, gender, race, ethnicity, and disability.
How frequent & relevant are cmte mtgs?*According to the charter, “the Council meets, at a minimum, three times per fiscal year depending on the availability of funds to support the meeting.” In FY2022, PACHA convened three public meetings.
Why advice can't be obtained elsewhere?*There is no other similar group that can provide the service and leadership that has become associated with the Council.

Information on Council-related matters can be viewed on the PACHA page on the HIV.gov site at https://www.hiv.gov/federal-response/pacha/about-pachaNarrative Description*Since its establishment in 1995, the Presidential Advisory Council on HIV/AIDS (PACHA) has fulfilled a critical role in the Nation’s efforts to curb the HIV epidemic. The PACHA is a Federal Advisory Committee that provides advice, information, and recommendations to the Secretary of the Department of Health and Human Services (HHS) regarding HIV prevention, treatment and care to persons living with HIV. PACHA also provides recommendations regarding the Ending the HIV Epidemic in the U.S. initiative (EHE) and the HIV National Strategic Plan.
