How does cmte accomplish its purpose?*The Council provides advice and conveys specific policy recommendations, usually in the form of an official report, to the Secretary of the U.S. Department of Health and Human Services (HHS), the Committee on Health, Education, Labor and Pensions of the Senate, and the Committee on Energy and Commerce of the House of Representatives. The Council provides the only public forum for presenting and discussing information on the supply and distribution of physician, including specialists, international medical graduate issues, the financing of medical education, and changes in medical education programs.

The Council assesses physician workforce trends, medical training issues, and financing policies, and recommends appropriate federal and private sector efforts on these topics. COGME advises and makes recommendations to the Secretary of HHS and Congress.
How is membership balanced?*The Council consists of 18 members: The Assistant Secretary for Health (or designee); the Administrator of the Centers for Medicare and Medicaid Services (or designee); the Chief Medical Director of the Department of Veterans Affairs (or designee); the Administrator of the Health Resources and Services Administration (or designee); and 14 members appointed by the Secretary of HHS to include representatives of practicing primary care physicians, national and specialty physician organizations, international medical graduates, medical student and house staff associations, representatives of schools of medicine and osteopathy, public and private teaching hospitals, and representatives of health insurers, business, and labor.
How frequent & relevant are cmte mtgs?*COGME shall meet at least twice per year to discuss topics relevant to graduate medical education workforce and training.
Why advice can't be obtained elsewhere?*There is no other Council or Committee in HRSA, or HHS, that has the same charge as the Council on Graduate Medical Education. No other public advisory body offers recommendations on the issues of physician workforce and medical education from the combined perspective of primary care and specialty medicine representing allopathic and osteopathic medical schools, practicing physicians, medical students and house staff, physician professional associations, hospital representatives, business, labor, and health insurers.

Recommendation RemarksSince 1988, the Council has produced 487 recommendations through 24 reports, 20 resource papers, and 12 letters to the Secretary of HHS and Congress. Note: The Council's 12th letter was a joint effort from all five of HRSA's Bureau of Health Workforce FACs and was signed by the five FAC Chairs.
