How does cmte accomplish its purpose?*Section 402 (b)(3) of the Public Health Service states that ...the Director, NIH...shall assure that research at...the National Institutes of Health is subject to review in accordance with section 492. Section 492(b) states that the Director of NIH shall establish procedures for periodic technical and scientific peer review of research at the National Institutes of Health. This board assesses the quality of the Institute's intramural research programs and evaluates the productivity and performance of all scientific investigators, necessary functions for the operation of a highly effective intramural research program. The board is composed entirely of scientific and technical experts.The Board of Scientific Counselors reviews all tenure and tenured-track intramural scientists at NHGRI.
How is membership balanced?*The Board of Scientific Counselors consists of nine members, including the Chair. The Chair and members are selected by the Director, NIH, from authorities knowledgeable in the fields of gene therapy, diagnostics, medical genetics, human genetics, cancer genetics, molecular biology, and genomics.
How frequent & relevant are cmte mtgs?*The Board of Scientific Counselors meets approximately once a year to advise the Director, NIH; the Deputy Director for Intramural Research, NIH; the Director, NHGRI; and the Scientific Director, NHGRI, concerning the Institute's intramural research programs and through periodic visits to assess the research in progress, the proposed research, and the productivity and performance of NHGRI scientists. The Board conducted one meeting during this period on the following date: November 09, 2017.
Why advice can't be obtained elsewhere?*The Board of Scientific Counselors is composed of scientific members who provide peer review, advise on policy development, program implementation and development, and identify research needs and opportunities for the Intramural Program of the National Human Genome Research Institute. The quality, scope, and balance of advice from this board cannot be obtained from NIH staff or from other established sources because the membership of the board is constituted to meet the specific requirements of the mandated mission of the board and the National Human Genome Research Institute.
Why close or partially close meetings?The meeting of the Board of Scientific Counselors was closed to the public for the review of the laboratories of the Intramural Program of the National Human Genome Research Institute. Section 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

The DFO and Decision Maker are the same person, the Scientific Director, National Human Genome Research Institute. The Board makes recommendations on intramural lab and confidential personnel matters and federal staff involvement is kept at a minimum.

The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by conducting research in its own laboratories.
