How does cmte accomplish its purpose?*Members of the Committee provided leadership by reviewing the proposed priorities of the Office of Research on Women’s Health (ORWH), research and career development programs, Conferences, Outreach and Inclusion activities on an annual basis. ACRWH members have Subgroups that have been formed to further integrate ideas into reality. Committee discussions included updates from the Directors of the National Cancer Institute (NCI) and National Heart, Lung, and Blood Institute (NHLBI) on these institutes women’s health research. These discussions also included updates and next steps on the “Advancing NIH Research on the Health of Women: A 2021 Conference” and a robust conversation on trauma-informed care, and six concept clearances for ORWH.
How is membership balanced?*The Committee will consist of no fewer than 12, and not more than 18 members, appointed by the Director, NIH, who are not officers or employees of the Federal Government, from among physicians, practitioners, scientists and other health professionals, whose clinical practice, research specialization, or professional expertise include a significant focus on research and the health of women. A majority of the appointed members will be women. Members have research interests and responsibilities paralleling those of the Office of Research on Women's Health.
How frequent & relevant are cmte mtgs?*The Advisory Committee on Research on Women’s Health (ACRWH) meets no less than one time within a fiscal year and the dates are set well in advance to ensure maximum participation. In FY22, the Committee met twice. Due to COVID-19, all meetings in FY22 were held virtually. The committee met on October 21, 2021 and April 6, 2022. During these meetings, the committee voted on concept clearances for six ORWH programs and voted to establish a Working Group on the 2024 – 2028 NIH-wide Strategic Plan on Research on the Health of Women.
Why advice can't be obtained elsewhere?*The Advisory Committee on Research on Women's Health is composed of both scientific and public members who provide in depth knowledge of women's health research issues and public opinions combined with a strong background in the history of women's health research at NIH. The quality, scope, and balance of advice from this Committee cannot be obtained from NIH staff or from other established sources because the membership of the Committee is constituted to meet the specific requirements of the mandated mission of the Committee.

Recommendation RemarksMax Number of Members Total: The Charter allows the Committee to have 18 authorized members included but not limited to SGEs, Ex-Officios, and Representatives (if applicable). There is one Ex-Officio Chair (Janine A. Clayton), which equals to the total of 19 Max number of members.

Members Rotating Off/On-Boarding: Five members rotated-off (Roger B. Fillingim, Stacie E. Geller, Ana Langer, Margaret M. McCarthy, and Elena V. Rios) and eight more were on-boarded (Garnet L. Anderson, Irene O. Aninye, Amanda S. Bruegl, Stephen T. Higgins, Hendree E. Jones, Thelma J. Mielenz, Alexandra Noel, and Phyllis W. Sharps). This is why the Charter states 18 potential members, but this ACR lists 23.

Members: The terms for Drs. Roger B. Fillingim, Stacie E. Geller, Ana Langer, and Margaret M. McCarthy changed due to administrative extensions. As such, their term of service end dates are different than what was reported on the FY21 ACR.

The term for the Ex-Officio Chair (Janine A. Clayton) changed due to reappointment. As such, her term of service end date is different than what was reported on the FY21 ACR.

Number Of Recommendations CommentThe Committee makes broad suggestions or individual recommendations on research priorities conducted or supported by the national research institutes with respect to research on women’s health. The Committee may also comment on activities of the ORWH, including the development of the methodologies to determine the circumstances in which obtaining data specific to women is an appropriate function for clinical trials of treatments and therapies and priorities in carrying out the described research and may also provide recommendations regarding the inclusion of women in clinical trials and opportunities for women in biomedical careers. In FY22, some specific recommendations included the following: 1) Committee members voted to create a Working Group on the 2024 – 2028 NIH-wide Strategic Plan on Research on the Health of Women; 2) Committee members voted to approve the Specialized Centers of Research Excellence (SCORE) on Sex Differences program; 3) Committee members voted to approve the Reissuance of Administrative Supplements to Promote Research Continuity and Retention for Mentored Career Development (K) Award Recipients and Continuity of Biomedical and Behavioral Research Among First-Time Recipients of NIH Research Project Grants; 4) Committee members unanimously voted to approve the Reissuance of the Intersection of Sex and Gender Influences on Health and Disease R01; 5) Committee members voted to accept the Galvanizing Health Equity through Novel and Diverse Educational Resources (GENDER) program; and 6-7) Committee members voted twice to approve the ORWH U3 Research Program Expansion to Emphasize Understudied Conditions Relevant to the Health of Women.Access Agency WebsiteYes

The public can view information related to the Committee through the committee’s official website.Narrative Description*The National Institutes of Health (NIH), Advisory Committee on Research on Women’s Health (ACRWH) is a congressionally mandated committee (NIH Revitalization Act of 1993, P.L. 103-43) and required by 42 U.S.C. 287d(d), section 486(d) of the Public Health Service (PHS) Act, as amended that plays a critical role in providing expert level input to the Office of Research on Women’s Health on how to best address gaps in knowledge about women’s health through research as well as crucial insights on priorities for accelerating advances to improve the health of women and women in science careers. On an annual basis, members of the Committee provide leadership input on all of the above by reviewing and contributing to the Office of Research on Women’s Health (ORWH) proposed research priorities; research and career development programs; conferences; and outreach and inclusion activities.
