How does cmte accomplish its purpose?*During Fiscal Year (FY) 2022, the Disease, Disability, and Injury Prevention and Control Special Emphasis Panel reviewed 347 applications for grant, contract solicitation and cooperative agreement assistance to fund a broad range of research and to develop programs. Of the 347 grant, contract and cooperative agreement applications,122 applications were recommended and approved for funding for a total $118,967,846.
How is membership balanced?*The Disease, Disability, and Injury Prevention and Control Special Emphasis Panel membership represented expertise pertinent to the respective subject areas of each Special Emphasis Panel and included representation from all areas of the public, and academia. Membership was balanced in terms of geographic, demographic, and points of view represented.
How frequent & relevant are cmte mtgs?*Meetings are held as necessary to review applications and proposals for research projects, grants, and cooperative agreements. During FY 2022, the Special Emphasis Panels met 62 times. This reflects the continuing critical role of the Disease, Disability, and Injury Prevention and Control Special Emphasis Panel in CDC's grant and cooperative agreement review process.
Why advice can't be obtained elsewhere?*One of the most important methods CDC utilizes to accomplish its mission is through awarding grants. The Disease, Disability, and Injury Prevention and Control Special Emphasis Panel provides comprehensive and reliable evaluations of application reviews and proposals for research projects, grants and cooperative agreements in the areas of the causes, prevention and control of diseases, disabilities, injuries and impairments of public health significance; exposure to hazardous substances in the environment; health promotion and education; and other related activities that promote health and well-being. Reviews are conducted under the highest ethical standards by including federal and private subject matter experts representing diverse populations and interests assuring that the selection of applications meet program requirements with established criteria and best practices. The integrity of the review process, the ability to award and process grants that are credible, equitable, timely and unbiased and CDC's responsiveness to applicants is facilitated by the panel.
Why close or partially close meetings?All Special Emphasis Panel meetings were closed in accordance with the provisions set forth in sections 552b(c)(4) and 552b(c)(6), Title 5, U.S.C. The review and discussion of the applications could reveal confidential trade secrets or commercial property such as patentable material and information of a confidential nature, including personal information concerning individuals associated with the applications, the disclosure of which would constitute an unwarranted invasion of personal privacy.
Recommendation RemarksThe Disease, Disability, and Injury Prevention and Control Special Emphasis Panel (SEP) is a grant review committee and does not generate reports.

Members generally serve for 1-day meetings and some members are appointed to the SEP multiple times for multiple meetings.

Cost Savings CommentN/AGrants Review CommentDuring fiscal year 2022, the Disease, Disability, and Injury Prevention and Control Special Emphasis Panel (SEP) Funding Opportunity Announcement (FOA) SEP PS21-003, SEP PS21-004 (convened on February 23, 2021) was approved for funding. One (1) cooperative agreement for PS21-004, was awarded $442,626.00 in funding during fiscal year 2022.
In addition, SEP PS22-001 convened on March 30, 2022, and four (4) cooperative agreements were reviewed and $16,666,964 was requested and approved, however, was unfunded. Additionally, SEP IP22-001 convened on June 29-30, 2022, and twenty-four (24) cooperative agreements were reviewed and $277,407,613 was requested and approved, however, was unfunded during fiscal year 2022.
