How does cmte accomplish its purpose?*Section 402(b)(3) of the Public Health Service Act states that ...the Director, NIH...shall assure that research at...the National Institutes of Health is subject to review in accordance with section 492. Section 492(b) states that the Director of NIH shall establish procedures for periodic technical and scientific peer review of research at the National Institutes of Health. This Board assesses the quality of the Institute’s intramural research programs and evaluates the productivity and performance of staff scientists, necessary functions for the operation of a highly effective intramural research program. The committee did not meet this year so no recommendations were made.
How is membership balanced?*The Board of Scientific Counselors, National Institute of Biomedical Imaging and Bioengineering consists of 8 members, including the chair, who are knowledgeable in the issues related to the Board's function. They are selected from among the outstanding authorities of the health and scientific disciplines relevant to the activities of the Institute, including representatives of the health and scientific disciplines in the area of biomedical imaging and biomedical engineering.
How frequent & relevant are cmte mtgs?*The Board did not meet this fiscal year for the peer review of intramural laboratories.
Why advice can't be obtained elsewhere?*The Board is composed of recognized biomedical research authorities from outside the NIH in order to secure unbiased and objective evaluation of intramural research programs. Their recommendations are invaluable because the complex nature of research in each laboratory requires a unique balance and breadth of expertise not available on the NIH staff or from other established resources.

DFO/Committee Decision Maker: The NIBIB intramural research program is small and the Director serves as both the DFO and the Decision Making Official.

Meetings/Members: The committee did not meet in FY2018 because there were no members. Nominations are in process to replace all the members of this committee. It has been challenging to recruit the necessary breadth of expertise needed. It is expected the member appointments will be finalized in 2019. After members are appointed, staff will schedule a committee meeting.

Costs: Although no meetings were held, staff costs for administrative functions (reports, identifying members, etc.) have been in included for FY18.

Agency Feedback CommentThe DFO will provide a written report within six months to the BSC committee, through the Institute/Center Director, the NIH Deputy Director for Intramural Research, and the NIH Director.Narrative Description*The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability, from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by conducting research in its own laboratories.
