How does cmte accomplish its purpose?*Our committee accomplished its purpose by aligning with VA Strategic Goals in the following manner. Goal 1, Veterans choose VA for easy access, greater choices, and clear information to make informed decisions: Recommending research on the Learning Health System that includes a component of provider behavior designed to study how providers interact with patients and to identify best practices for patient centric care and shared decision making. This work ensures that veterans receive clear information regarding options for care and choices available to them. It also facilitates easier access to VA for that care. Goal 2, Veterans receive timely and integrated care and support that emphasizes their well-being and independence throughout their life journey: Recommending funding of a Center of Innovation in Long-Term Care and Support Services to facilitate research on best practices for integrating care and assisting veterans with sustaining independence through every decade of life. Recommending joint sponsorship of an initiative with the NIH for technology assisted aging in place. Recommending co-funding with VA program partners a Center of Excellence to promote choosing home as a preferred site for receiving care as exposed to nursing homes and other extended care-type facilities.
How is membership balanced?*The members of the Board are experts (collectively) in the following areas: (1) the health sciences and practices (medicine, nursing, gerontology, clinical psychology, social work); (2) the social sciences (sociology, psychology, economics, etc.); (3) operations research, computer science, informatics, and (4) research methods, biostatistics, epidemiology. Members of the Board are assigned according to their expertise and experience to the following subcommittees: Health Care and Clinical Management; Behavioral, Social and Cultural Determinants of Health and Care; Healthcare Informatics; Mental and Behavioral Health; Health Care System Organization and Delivery; Post-Acute and Long-Term Care; Nursing Research Initiative; Randomized Program Evaluations; and Career Development Award.
How frequent & relevant are cmte mtgs?*The Board is scheduled to meet 2 times a year based upon a merit review submission cycles that fall in the winter and summer. The Board provides for the fair and equitable selection of the most meritorious research projects for support by VA research funds and offers advice for research program officials about program priorities and policies. The Board ensures the high quality and mission relevance of VA's legislatively mandated Health Services Research and Development program through the activities of this Federal Advisory Committee Act chartered and appointed Scientific Merit Review Board. The Board reviews proposals administered locally by VA field facilities for scientific and technical merit and advises the Director of Health Services Research and Development and Chief Research and Development Officer regarding the scientific merit of applications related to Board members' areas of expertise. The Board and its subcommittees review proposals face-to-face with virtual assistance using a web-based program and teleconference, in order to maintain technical excellence and to uphold the integrity and credibility of the scientific merit peer review process. It is necessary to have face-to-face meetings due to the length of the meeting (more than 8 hours and often more than one day), the need to have vigorous discussions about the strength and weaknesses of the proposals, and the necessity to come to a consensus regarding the critical elements that need to be conveyed to the Principal Investigator to improve the proposed research.
Why advice can't be obtained elsewhere?*The expertise needed to review submitted proposals and provide advice to the Director, Health Services Research and Development Service, is not available within the Service staff. It would be neither appropriate nor cost-effective to attempt to use staff for this review. Involving staff in the scientific review process would raise conflict of interest and potential bias concerns. It would not be efficient or economically feasible to staff the variety and depth of scientific expertise required to actually produce scientific reviews for the applications received by Health Services Research.
Why close or partially close meetings?During the closed portion of the meeting, discussion and recommendations include qualifications of the personnel conducting the studies (the disclosure of which would constitute a clearly unwarranted invasion of person privacy) as well as research information (the premature disclosure of which would likely compromise significantly the implementation of proposed agency action regarding such research projects). To ensure the confidentiality of the content of the research proposals, summary key points of review group discussions, and recommendations of the Board until the Director of HSR&D and Chief Research and Development Officer have made funding decisions (based on the Board's recommendations) and have informed applicants of the results.
Recommendation RemarksHSR&D costs are overall decreased from FY2016 (as was reported in the ACR) due to staffing shortages and a decrease in reviewer participation by FACA members (for a variety of reasons), etc. Due to this, the FY2019 estimate was done with a 10% increase (as opposed to a 15% increase as done in prior years).

The Board members make recommendations of approval or disapproval, and assign a scientific merit score that HSR&D uses to determine which projects to fund.
