RECOMMENDATION/JUSTIFICATIONS

Agency Recommendation*Terminate
Legislation to Terminate RequiredNo
Legislation StatusNot Applicable
How does cmte accomplish its purpose?*The Committee provided advice to the Secretary of VA related to the MyVA Initiative and VA's ability to rebuild trust with Veterans and stakeholders, improve service delivery with a focus on Veteran outcomes, and set the course for longer-term excellence and reform at VA. After the new Secretary was confirmed in February 2017, he requested a review of the Committee to determine whether it had fulfilled its purposes and whether it could be adapted to address his five VA Priorities. Upon review, the Secretary determined to terminate the Committee because it no longer carried out the purposes for which it was established, since it had fulfilled some of its stated objectives and the Committee's remaining objectives became obsolete due to changing VA priorities or the assumption of the Committee's functions by other VA components.
How is membership balanced?*Based upon the approved charter, the Committee was to be comprised of no more than 20 committee members, and VA appointed 15 members to the Committee. Members are comprised of a cross-section of VA-mission critical areas to include veterans service organizations, health care industry, business and financial institutions, and veteran advocates, to mention a few. On March 30, 2017, the terms of 14 members expired and those members were not replaced. During the termination of the Committee, there was only one active member.
How frequent & relevant are cmte mtgs?*The Committee Charter provided that the MVAC will meet approximately two to four times a year. In FY 2018, the Committee did not hold any meetings because its been terminated.
Why advice can't be obtained elsewhere?*The Committee provides advice to the Secretary of Veterans, through the Executive Director, MyVA Task Force. The advice will be related to the MyVA initiative and VA's ability to rebuild trust with Veterans and other stakeholders, improve service delivery with a focus on Veteran outcomes, and set the course for longer-term excellence and reform of VA.NOTE: The MyVA Advisory Committee was integrated with the Office of Enterprise Integration in July 2017 as the MyVA Task Force was terminated.
Why close or partially close meetings? The Committee periodically convened in closed sessions in order to protect Veteran privacy as the Committee tours the VA Healthcare System facilities. Portions of these visits are closed to the public in accordance with 5 U.S.C. 552b (c)(6). Exemption 6 permits to Committee to close those portions of a meeting that is likely to disclose information of a personal nature where disclosure would constitute a clearly unwarranted invasion of personal privacy. During the closed sessions, the Committee will discuss VA beneficiary and patient information in which there is a clear unwarranted invasion of the Veteran or beneficiary privacy.
