How does cmte accomplish its purpose?*The Arizona National Scenic Trail (Arizona Trail) is a long-distance non-motorized trail stretching over 800 miles through some of the most scenic and remote parts of Arizona, showcasing the state's diverse vegetation, wildlife, geology, history and prehistory. This statutory committee provides the Secretary of Agriculture, through the Chief of the Forest Service, with valuable information on matters relating to the Arizona Trail, including but not limited to the development and implementation of a comprehensive plan, selection of rights-of-way, standards for the erection and maintenance of markers along the Trail, and interpretation and administration of the Trail, in compliance with the Act.
How is membership balanced?*In accordance to the Section 5(d) of the National Trails System Act (the Act), membership shall be appointed by the Secretary to include (1) a member appointed to represent each Federal department or independent agency administering lands through which the trail route passes and each appointee shall be the person designated by the head of such department or agency; (2) a member appointed to represent each State through which the trail passes and such appointments shall be made from recommendations of the Governors of such States; and (3) one or more members appointed to represent private organizations that, in the opinion of the Secretary, have an established and recognized interest in the trail and such appointments shall be made from recommendations of the heads of such organizations. Steps will be taken to encourage fresh points of view, such as establishing staggered membership terms and limiting the number of renewed memberships. The Council will consist of not more than 35 members who provide balanced and broad representation within each of the following of the interests: To meet the requirements of (3), and also include representation by other jurisdictions believed to be necessary for a well-balanced Council, members will be selected from the following categories: 1. The Regional Forester of the Southwestern Region or a designee; 2. The State Director of the Arizona State Office of the Bureau of Land Management (BLM), or a designee; 3. One or more members to represent private organizations, including corporate and individual landowners and land users.
How frequent & relevant are cmte mtgs?*The Council will meet at least once annually, or as often as is necessary to complete its business.
Why advice can't be obtained elsewhere?*The recommendation to continue the committee is made because this is a statutory committee. There are longstanding partnerships, however, that have supported the Arizona National Scenic Trail throughout its development and it would be possible to accomplish the work of the committee through these existing partnerships if the statutory requirements were waived. Due to the statutory requirements, however, at this time the recommendation is to renew outreach for members and to submit a slate of candidates with a charter renewal package, provided there is sufficient interest on the part of the agencies and partners in continuing the effort to seat a council.
