RECOMMENDATION/JUSTIFICATIONS

Agency Recommendation*Continue
Legislation to Terminate RequiredYes
Legislation StatusNot Applicable
How does cmte accomplish its purpose?*The Council studies the operation of the Supplemental Nutrition Program for Women, Infants and Children (WIC) and related programs such as the Commodity Supplemental Food Program (CSFP) and makes recommendations to the programs for how they may be improved as deemed appropriate.
How is membership balanced?*Categories of membership are specified by law. To assure a balance of differing views. The Council members are drawn from Federal, State and local governments, industry and organizations with a common interest in the management of WIC and CSF Programs, including parent participants in both programs. To the extent possible, the Council has ethnic, racial, geographic, and sexual balance.
How frequent & relevant are cmte mtgs?*The Charter expired on 10/25/18. No meetings were held in FY 2019.
Why advice can't be obtained elsewhere?*The Council was established during the developmental stage of the WIC Program for the purpose of studying the program to see how it might be improved. The program is well established and the Council work has become redundant due to ongoing Federal /State meetings which provide input to the Departments, as well as the establishment of advisory councils by some States, advocacy groups, State agency program evaluations and particularly from the National WIC Association (NWA).
Why close or partially close meetings?N/A
Recommendation RemarksCommittee did not meet in FY 2019 since the Council’s Charter expired October 25, 2018, and therefore the Council may not conduct business. The committee’s work has become obsolete. The 2014 Farm Bill transitioned CSFP to an elderly-only program which further reduced the scope of programs that the Council can study. The Council is currently administratively inactive.
