How is membership balanced?*The President's Committee members include Presidentially-appointed private sector and ex officio public agency officials. Together these members embrace all aspects of financial support for the arts and the humanities. Members of the present committee also represent a broad cross-section of America. The composition of the committee also reflects a variety of points of view within the arts and the humanities, including many different professions and disciplines. Finally, the public sector members bring widely different perspectives to the committee's deliberations.
How frequent & relevant are cmte mtgs?*The members of the President's Committee on the Arts and the Humanities generally meet 1-2 times a year. The Committee did not meet in FY 2017. The Committee, as the only Presidential advisory committee that is mandated to deal with both the arts and the humanities, plays a key role in each Administration in identifying issues and developing initiatives of critical importance to the culture of the nation.
Why advice can't be obtained elsewhere?*The President's Committee on the Arts and the Humanities maintains the only forum for government-wide discussion of issues in both the arts and the humanities in the United States and, in addition, bridges the public and private sectors, with a unique perspective on private sector support for the arts and the humanities. Members of the Committee include private citizens appointed by the President and ex officio membership includes heads of federal agencies with cultural programs, including the National Endowment for the Arts, the National Endowment for the Humanities, the Institute of Museum and Library Services, the Library of Congress, the Smithsonian Institution, the U.S. Department of State, the U.S. Department of Education, the John F. Kennedy Center for the Performing Arts, and the National Gallery of Art.

Because the PCAH has raised private funds for such occasions as the National Medal of the Arts, the Cuba Delegation, and the National Arts and Humanities Youth Program awards, the National Endowment for the Arts has been able to allocate its own resources for other needs. The National Endowment for the Arts has funded Interagency Agreements as a result of PCAH input.

Outcome CommentIn FY 2017, under the objective of supporting youth arts and humanities learning, the Committee coordinated and was the largest contributor (through raising private sector funds) for the National Arts and Humanities Youth Program Awards (NAHYP), which were conferred in a White House ceremony on November 15, 2016. The Committee also sponsored a visual arts exhibition of the gold medal winners of the Scholastic Art and Writing Awards in the offices of PCAH. In November 2016, PCAH further transitioned its Turnaround Arts initiative to a new permanent home at the Kennedy Center. Turnaround Arts (see http://turnaroundarts.pcah.gov) is designed to help transform some of the nation's lowest performing schools through comprehensive and integrated arts education, in cooperation with the U.S. Department of Education, the White House Domestic Policy Council, the National Endowment for the Humanities, and the National Endowment for the Arts, as well as several private foundations. Turnaround Arts’ second phase includes an eight-fold increase in the number of schools participating in the program since its launch, as well as the development of local capacity to complete the program’s mission through partnerships and through program staff. In the field of arts and humanities education, in cooperation with the Institute of Museum and Library Services, the Library of Congress and the Alliance for Young Artists and Writers, PCAH inaugurated its fifth class of five outstanding American high school poets in August 2017 through the National Student Poets Project. National Student Poets conduct public readings of original work, execute self-designed and year-long community service projects, speak on behalf of poetry education and poetry as an art form, and provide visibility for arts and humanities education. In the international cultural area, PCAH raised private funds to confer an international award to a youth program in Cuba as part of the NAHYP awards.Number Of Grants Recommended0

Cost Savings CommentAlthough it might not strictly be considered cost savings, the PCAH raises private funds and receives in-kind goods and services which enhance and add value to federal cultural programs for the public within the mission of the PCAH, and without which these programs might not take place. Number Of Recommendations CommentAlthough the Committee itself did not make specific recommendations, in FY 2017 the President's Committee helped to coordinate the participation of NEA, NEH, and IMLS for the National Arts and Humanities Youth Program Awards (NAHYP). Using an all-professional multi-layered review process, the agencies reviewed over 300 nominations, resulting in 12 domestic awardees, 50 finalists, and one International Spotlight Award. The Chairman of the National Endowment for the Arts is an ex officio member of the Committee and participates in its formal and informal meetings, regularly reporting to the membership.Narrative Description*Created by Executive Order first in 1982, The President’s Committee on the Arts and the Humanities (PCAH) helps to incorporate the arts and humanities into White House objectives and projects and supports the federal cultural agencies. The Committee’s strategies focus its resources in five areas: youth arts and humanities learning; preservation; the creative economy; expanding international cultural relations; and special projects in association with the White House. These areas of emphasis are separate from, yet also applicable within, the National Endowment for the Arts’ mission: To strengthen the creative capacity of our communities by providing all Americans with diverse opportunities for arts participation and the goals within its strategic plan of supporting The creation of art that meets the highest standards of excellence, To foster public engagement with diverse and excellent art, and “To promote public knowledge and understanding about the contributions of the arts.” PCAH activities are also applicable within the mission and goals of its partner agencies, NEH and IMLS. In carrying out its objectives, the Committee bridges federal agencies and the private sector to recognize and model cultural excellence, access, and participation; engages in research and recognition programs that underscore the civic, social, educational, and historical value of the arts and humanities; initiates special projects that celebrate the spirit of our nation and its relationship to other nations; and stimulates private funding for these activities.
