How does cmte accomplish its purpose?*The Committee undertake information-gathering activities, develop technical advice, and present recommendations to the Secretary to further inform national freight policy, including but not limited to the following:Implementation of the freight provisions of the Moving Ahead for Progress in the 21st Century Act (MAP-21), Pub. L. No. 112-141, including development of a National Freight Strategic Plan, establishment of the National Freight Network, strategies to help States implement State Freight Advisory Committees and State Freight Plans, development of measures of condition, safety, and performance for freight transportation, and development of freight transportation investment, data, and planning tools; and other issues of freight transportation policy and programs, including legislative recommendations.
How is membership balanced?*The Committee is balanced geographically and with members from across the freight industry, state and local governments, safety advocates, academics, and other interested parties.

% of Recs Fully Implemented CommentThe NFAC submitted a number of recommendations on which the Department of Transportation is already taking action. For example, in November 2013 the NFAC resolved that the TIGER discretionary grant program be continued. Although the program is subject to Congressional appropriation, the DOT conducted its seventh round of TIGER grants and announced 39 awards in October 2015. Similarly, the DOT inherently considers safety, security, and resiliency into infrastructure design and investment decisions, as recommended by the NFAC. Additionally, the NFAC provided 81 recommendations to be considering during development of the National Freight Strategic Plan many which are loosely referenced in the draft National Freight Strategic Plan released by USDOT in October 2015.Access GSA FACA WebsiteYes

% of Recs Partially Implemented CommentMany of the NFAC's recommendations are addressed in the Administration's GROW AMERICA Act Reauthorization proposal, which was transmitted to Congress in spring 2015. For example, the NFAC recommended a new dedicated fund for multi-modal freight projects. The GROW AMERICA Act includes the Multi-modal Freight Incentive Program, in which funds are apportioned to states according to a series of incentives, as well as the Multi-modal Freight Infrastructure Program, a freight only discretionary grant program. These recommendations, however, require Congressional action to be fully implemented.Access OtherNo
