How does cmte accomplish its purpose?*The GLMRC seeks to promote cooperative labor-management relations within GSA to support the Agency’s mission and its priorities to build a stronger GSA, provide world-class service to our customer partners, and provide its services at better value and savings. Federal employees and their union representatives are an important source of front-line ideas and information about the realities of delivering Government services to the American people. The Council seeks to provide an arena for non- adversarial discussion and consideration of GSA operations aimed at arriving at joint recommendations for service improvement and employee satisfaction.
How is membership balanced?*This is a collaborative joint committee that includes equal number of members representing labor and management at GSA. GSA has two national unions representing its employees: AFGE & NFFE, who each have 7 union representative members seated. There are also 7 GSA agency officials representing management on the Council.
How frequent & relevant are cmte mtgs?*One Council meeting held in FY16: August 16-17, 2016.
Why advice can't be obtained elsewhere?*The unions representing GSA employees hold an exclusive right to represent and speak on behalf of employees with GSA management.
Why close or partially close meetings?Not Applicable
Recommendation RemarksThere were no meetings of the GLMRC in FY 2017. The GLMRC (Council) brought 3 parties together through its Charter: GSA management, the American Federation of Government Employees (AFGE), and the National Federation of Federal Employees (NFFE). NFFE and its Council members withdrew from the Council March 8, 2016. Related to NFFE's withdrawal, the Council could only meet once in FY16 (8/16-17, 2016) and necessitates pursuing formal termination of the Council.
