How is membership balanced?*As required in the Reading First legislation, four different agencies had to select at least three members: Education, NICHD, NIFL, and NAS. The Committee's members were affiliated with universities all over the nation.

Why advice can't be obtained elsewhere?*This Committee was required in the Reading First legislation, authorized under Title I, Part B of the Elementary and Secondary Education Act of 1965, as amended by the No Child Left Behind Act of 2001.

Recommendation RemarksThe Reading First Advisory Committee was established to carry out former sections 1202(e)(2) and 1203(c)(2)(A) of the ESEA. The sections were in Part B of Title I of the ESEA. As of December 10, 2015, The Every Student Succeeds Act amended Part B of Title I in its entirety and discontinued the Reading First program. See P.L. 114-95, section 1201.,at 129 Stat. 1879 et seq.
