How does cmte accomplish its purpose?*The NMVTIS Advisory Board advises BJA on: meeting the statutory goals of the system; ensuring participation of system stakeholders; implementing a system that is self-sustainable with user fees; creating opportunities for alternative revenue-generating streams; determining ways to enhance the technological capabilities of the system; and other issues that BJA may determine to be necessary.
How is membership balanced?*The membership consists of representatives from key stakeholder groups, including law enforcement, state motor vehicle titling agencies, insurance carriers, junk and salvage yards, auto recyclers, auto industry organizations, consumer advocacy organizations, and technology partners.

Why advice can't be obtained elsewhere?*The NMVTIS Advisory Board is necessary to provide critical input and key recommendations to BJA’s leadership regarding the effective and efficient administration of the NMVTIS program.

Recommendation RemarksThe NMVTIS Advisory Board has been in place for six years (three separate board terms of two years each) and BJA believes it has contributed to the overall progress of the program during that time.

BJA implemented a number of board recommendations over these years and has determined that the committee has accomplished its mission. BJA is committed to continuing to solicit input from NMVTIS stakeholders in such areas as financial self-sustainability, state and private sector reporting compliance, and awareness activities. BJA intends to convene focus groups to solicit individual input on these and other topics on an as needed basis.

Recommendation 1: The NAB recommends that the DOJ formally change the name of the NMVTIS product, which currently goes by NMVTIS.gov and vehiclehistory.gov, to VIN.gov. Should this recommendation be accepted, all marketing, advertising and communication materials available to the public will need to be changed to reference VIN.gov instead of vehiclehistory.gov. Recommendation 2: The NAB recommends that BJA authorize AAMVA to spend up to $22,000 of program income funding for the development of a NMVTIS branded video to replicate the Texas DMV‘s “Title Check” video found on their state website. The board felt that the video could be used by the other states participating in NMVTIS to promote consumer use of the system.Access Agency WebsiteYes

Comments specific to each of the recommendations stemming from 2012 and 2015 are contained in the committee history for those years.The following comments are for the 2016 recommendations. The Bureau of Justice Assistance (BJA), in consultation with the American Association of Motor Vehicle Administrators (AAMVA), who serves as system operator for the National Motor Vehicle Title Information System (NMVTIS), considered recommendation #2 the development of a NMVTIS branded video to replicate the Texas DMV‘s “Title Check” video found on their state website. BJA is unable to implement this recommendation. NMVTIS contains title and brand histories for automobiles which is reflected in the current website name: vehiclehistory.gov. The proposed website name (VIN.gov) does not convey that NMVTIS includes title history, brand history, and junk yard, salvage yard, and insurance carrier (JSI) history.
