How is membership balanced?*Congress clearly defined in Section 491 (c) of the Higher Education Act, as amended, that the membership of the Committee shall be composed of 11 members of which four shall be appointed by the leaders of the Senate, two each upon recommendation by the majority and minority; four by the leaders of the House of Representatives, two each upon recommendation by the majority and the minority; and three by the Secretary of Education, one of whom must be a student.
