How does cmte accomplish its purpose?*The Commission accomplished its purpose and mission when it submitted its report to the President and the congressional defense committees. Subsequent action will be taken by the administration and Congress.
How is membership balanced?*As indicated the Commission has terminated. Based on the authorizing statute, Section 1702(b)(1) of the FY 2015 National Defense Authorization Act, the Commission, when it was operating, was composed of eight members. In making appointments, consideration should be given to individuals with expertise in national and international security policy and strategy, military forces capability, force structure design, organization, and employment, and reserve forces policy. The Commission’s membership shall include: a. Four individuals appointed by the President;b. One individual appointed by the Chairman of the Committee on Armed Services of the Senate;c. One individual appointed by the Ranking Member of the Committee on Armed Services of the Senate;d. One individual appointed by the Chairman of the Committee on Armed Services of the House of Representatives; ande. One individual appointed by the Ranking Member of the Committee on Armed Services of the House of Representatives.
How frequent & relevant are cmte mtgs?*The Commission is terminated. When the Commission was in operation, it meet at the call of the Chair. A majority of the members of the Commission shall constitute a quorum, but a lesser number of members may hold hearings. At this date, the Commission has not determined the estimated number of meetings.
Why advice can't be obtained elsewhere?*The Commission, pursuant to Section 1702 of the Carl Levin and Howard P. “Buck” McKeon National Defense Authorization Act for Fiscal Year 2015 (“the FY 2015 NDAA”) (Public Law 113-291), is required.
Why close or partially close meetings?The Commission is terminated. When in operation, Commission meetings were not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor (i.e., the Deputy Chief Management Officer), and only after consultation with the Office of the Department of Defense General Counsel.
Recommendation RemarksPursuant to statute, the Commission filed its report and has terminated; the DoD is facilitating the transfer of the Commission's official records to the National Archives and Records Administration. Due to the nature of the Commission's work and compressed timeline, the Commission, with the approval of the DoD, maintained a larger than normal support staff for the duration of the Commission.

Agency Feedback CommentNot ApplicableNarrative Description*The Commission shall undertake a comprehensive study of the structure of the Army, and policy assumptions related to the size and force mixture of the Army, in order (a) to make an assessment of the size and force structure of the active component of the Army and the reserve components of the Army; and (b) to make recommendations on the modifications, if any, of the structure of the Army related to current and anticipated mission requirements for the Army at acceptable levels of national risk and in a manner consistent with available resources and anticipated future resources. The Commission shall also conduct a study of a transfer of Army National Guard AH-64 Apache aircraft from the Army National Guard to the regular Army.
