How does cmte accomplish its purpose?*The NPHSBAC shall advise the Secretary, HHS; the Assistant Secretary for Health; the Assistant Secretary for Preparedness and Response; the Director, CDC; and the Director, Office of Public Health Science and Standards regarding the broad range of issues impacting the public health surveillance capabilities and human health component of biosurveillance.
How is membership balanced?*The NPHSBAC will consist of 15 members. The NPHSBAC balance includes representatives from State and local government public health authorities and appropriate private sector health care entities. The committee will comprise of people with diverse skills from relevant professional, scientific, medical, academia, government agencies, industry and trade associations, consumer and patient organizations, women and minority candidates. The committee will have nonvoting ex-officios from the Department of Defense; Department of Agriculture; Department of Veterans Affairs; Department of Homeland Security; Food and Drug Administration; and Assistant Secretary for Preparedness and Response to represent their agencies and serve as subject matter experts.

Why advice can't be obtained elsewhere?*The increasing focus on public health surveillance and biosurveillance and limiting resources, CDC’s national leadership role in public health surveillance and biosurveillance will continue to help address national issues. The committee is the only federal advisory committee dedicated exclusively to public health surveillances and biosurveillance in the United States. The committee is an additional voice outside of government empowered to make recommendations and advocate for resources in public health surveillance and biosurveillance priorities.The committee will further institutionalize and regularize a CDC-sponsored group’s role in providing advice to the federal government at high levels while solidifying CDC’s position at the gateway of the in-flow of private sector perspective and innovative ideas in public health surveillance and biosurveillance.

Recommendation RemarksThis committee did not meet in FY2014. In addition, there were very minimal costs for some Federal staff members who worked to support this committee. Even though the committee did not meet, the NPHSBAC staff worked fulfill FACA FY responsibilities and complete administrative actions to terminate the committee.
