How does cmte accomplish its purpose?*The Council served as a forum for discussing issues affecting the broad development of NIH policy, programs, and research goals, and advises the NIH Director on these matters. The Council also advised and assisted the NIH in enhancing participation by the public in NIH activities, increasing public understanding of the NIH, and bringing important matters of public interest forward for discussion in public settings. The Council was inactive this year.
How is membership balanced?*The Council consisted of up to 21 members appointed by the Director, NIH, who also served as Chair. Members represented the various audiences interested in NIH and include patients and family members of patients; health professionals; members of patient advocacy groups; individuals who work as volunteers in the health care field; scientists and students of science; communicators in health, medicine and science; individuals in public service, academia, and professional societies relating to the medical field.

Recommendation RemarksThe Council's website was taken down in the first week of October 2014 because the committee was terminated.

This committee did not produce any reports for this reporting period. There were no meetings in FY14 but there are administrative costs.

Reason for termination: This committee was created before electronic communications and interactive websites were prevalent in government. NIH interacts with the public on a variety of platforms now, including blogs, chat rooms, and publicly telecast meetings, among others. The mission of the committee, to enhance participation in public understanding of NIH and receive public input on NIH research priorities, is now being met through the use of advanced technology, including public WEB platforms.

Agency Feedback Comment*The committee was inactive this year and made no recommendations.Narrative Description*The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability, from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better health for everyone. The Director's Council of Public Representatives (COPR) consulted with, advised and made recommendations to the Director, NIH, on issues and concerns that were important to the broad development of NIH programmatic and research priorities. The COPR also assisted the NIH in enhancing the participation of the public in NIH activities that have an impact upon the public, in increasing public understanding of the NIH and its programs, and in bringing important matters of public interest forward for discussion in public settings. The COPR met its mission in addressing public input and participation into the activities of the NIH by seeking advice from special consultants, assembling ad hoc working groups, and convening conferences, workshops or other activities. Meetings of the full membership were held twice a year when the committee was active..
