How does cmte accomplish its purpose?*The Pinedale Anticline Working Group (PAWG) provided advice and recommendations on matters relating to oil and gas development as described in the Record of Decision for the Pinedale Anticline Area, including but not limited to: (1) the setting of goals and objectives for the monitoring of field development; (2) the drafting of monitoring plans needed to validate predictive models used in the environmental impact statement (EIS); and (3) the effectiveness of the mitigation measures contained in the Record of Decision for the Pinedale Anticline EIS. The PAWG provided advice and recommendations on these matters to the BLM, but the final decisions were made by the BLM's Pinedale Field Manager or the BLM-Wyoming State Director.
How is membership balanced?*Ten PAWG members, appointed by the Secretary, were representative of the following three general groups:GROUP 1 - PERSONS WHO:(1)Hold Federal grazing permits or leases within the area for which the PAWG is organized and represent interests associated with grazing;(2)Represent interests associated with transportation or rights-of-way;(3)Represent energy and mineral development; or(4)Own adjacent land to the area for which the PAWG is organized and represent interests associated with land ownership.GROUP 2 - PERSONS REPRESENTING:(1)Nationally or regionally recognized environmental organizations;(2)Dispersed recreation interests (i.e., hunter, angler, outdoor recreation, off-highway vehicle users, or commercial recreation activities);(3)Archaeological and historical organizations; or (4)The affected public-at-large.GROUP 3 - PERSONS WHO:(1)Hold state, county, or local elected office;(2)Are employed by a state agency responsible for the management of natural resources, land, or water;(3)Are employed as academicians by a natural resource management or natural sciences organization (i.e., museum, university); or(4)Are employed by the local government.
How frequent & relevant are cmte mtgs?*Meetings were held, on average, every quarter, but no less than once annually.
Why advice can't be obtained elsewhere?*The PAWG was established as a result of the 2000 Record of Decision for the Pinedale Anticline Oil and Gas Development Project Environmental Impact Statement (EIS). Its continuing need was affirmed in the 2008 Record of Decision (ROD) for the Supplemental EIS. The PAWG provides an opportunity for coordination and collaboration with various constituent interests in the monitoring and mitigation of wildlife issues and other concerns.
