How does cmte accomplish its purpose?*The Committee held one public meeting in FY 2012. Discussions from public meetings, input from the Committee working groups, and feedback from public comments received by the Committee were used to draft a report that was released on September 2, 2011. A subsequent draft of the report was released on November 15, 2011. The final meeting of the Committee was held on November 29, 2011.
How is membership balanced?*Nominations for individuals to serve on the Committee were solicited through a notice in the Federal Register published in September 2009. The Secretary of Education, in consultation with the Commissioner for Education Statistics, appointed 15 members based on technical qualifications, professional experience, and demonstrated knowledge of issues related to higher education student success, particularly at two-year institutions, Federal student aid programs, and institutional or State postsecondary longitudinal data systems. The appointed members include experts in the field of higher education policy, state higher education officials, students, and other stakeholders in the higher education community.
How frequent & relevant are cmte mtgs?*In general, the Committee estimated having four meetings per calendar year. One meeting was held in FY 2010, three meetings were held in FY 2011, and one meeting was held in FY 2012.
Why advice can't be obtained elsewhere?*The Committee will advise the Secretary of Education in assisting two-year degree-granting institutions of higher education in meeting the completion or graduation rate disclosure requirements outlined in the Higher Education Act of 1965, as amended by the Higher Education Opportunity Act of 2008. The Committee's collective expertise provides a critical perspective not available to the Department on how these disclosure requirements can be implemented effectively and efficiently, ensuring minimal burden on institutions, and how current measures of student success could be improved.

Number Of Recommendations CommentThe Committee recommended the following: 1. Enhance graduation rate reporting in IPEDS to include information on distinct student cohorts—part-time beginning students; students who are not college ready; and federal financial aid recipients. For each of these student groups, the Department should also explore how these data can be disaggregated by race/ethnicity and gender.2. Broaden student progression and completion measures collected in IPEDS by collecting data that could be used to calculate more complete graduation and transfer rates. 3. Take actions to increase the availability of data on students’ postsecondary enrollment across states and work with states to develop common standards for measuring student transfer. 4.
